On July 9, 2025, Arcadia Cognerati, a frontrunner in Human Behavior Pattern Recognition and Analysis (HBPRA), announced the significant appointment of Daniel Chavez as its new Vice President of Innovation in Training and Performance, effective the day prior. With a robust background in transformative learning programs, Chavez is poised to enhance Arcadia's training solutions aimed at public safety agencies across federal, state, and local levels.

A Proven Leader in Learning Transformation

Background of Daniel Chavez


Chavez comes with over 15 years of expertise encompassing both public and private sectors. His previous role as the Deputy Commissioner of Training and Development at the New York City Department of Corrections saw him leading the modernization efforts for training and developing a workforce of over 8,000 correctional officers. A decorated veteran of the 75th Ranger Regiment of the U.S. Army, he holds a master's degree in Instructional Design and Human Performance Technology, an MBA, and is a certified Project Management Professional (PMP).

Notably, Chavez has successfully designed and implemented enterprise-wide learning programs for the Department of Homeland Security and the Department of Veterans Affairs, continually aligning performance goals with measurable outcomes.

Key Responsibilities


In his new role, Chavez will undertake several pivotal responsibilities:
  • - Strategic Alignment: Collaborate with leaders from public safety agencies such as chiefs, commanders, and training directors to ensure training programs are aligned with crucial mission objectives, including crime reduction, officer health and safety, tactical restraint, and public trust.
  • - Curriculum Innovation: Lead the design of curricula based on practical functions and scenarios, grounded in empirical learning principles and real-world field requirements.
  • - Performance Systems: Identify, assess, design, and optimize organizational performance drivers impacting individual performance and operational effectiveness.
  • - Stakeholder Engagement: Work with oversight stakeholders (such as city governments, legal departments, risk managers, union leaders, and community advocates) to ensure training initiatives support policy priorities and public expectations.
