Rockefeller and OpenAI Launch $50 Million Initiative for AI in City Services

Rockefeller Foundation and OpenAI Foundation Unveil $50 Million Initiative

In a groundbreaking initiative, The Rockefeller Foundation along with OpenAI Foundation announced the launch of Cities Deliver: AI Solutions for Public Services, aiming to leverage artificial intelligence (AI) to enhance public services in urban environments. With a funding pool of $50 million, this initiative seeks to support organizations and city governments in utilizing frontier AI technologies to meet their communities' needs more effectively.

This initiative stems from the growing recognition of AI's transformative potential in various sectors. Urban areas are confronting numerous challenges, including public health concerns, economic disparities, and environmental threats. The Cities Deliver initiative is a call to action for eligible non-profit and civil society organizations aiming to collaborate with city governments in improving public health, promoting economic mobility, bolstering environmental resilience, and encouraging civic engagement among city residents.

The grant offerings within the initiative range from $500,000 to $2 million, with the goal of benefitting up to 100 million city residents globally. Interested applicants can submit their proposals from October 14 to November 29, 2026, marking an important step towards integrating AI into essential public services. This comprehensive support aims to enhance the effectiveness of these fundamental services by focusing on real-world problems faced by urban populations.

The idea for this initiative was cultivated following a successful convention held by the Rockefeller Foundation and OpenAI in 2023, which gathered over 40 civic leaders from across the globe. Discussions emphasized the necessity for tools, talent, and resources necessary for responsible AI implementation. Previous projects in cities like Cali, Colombia; Cape Town, South Africa; and Rio de Janeiro, Brazil highlighted successful collaborations that inspired the broader vision of Cities Deliver.

Dr. Rajiv J. Shah, the President of The Rockefeller Foundation, articulated the vision saying, “Cities Deliver takes what's working in Cali, Cape Town, Rio, and opens it up to institutions everywhere, so more cities can benefit from successful partnerships.” This initiative aims to harness the expertise of organizations closely engaged with local issues, thereby ensuring that solutions crafted through AI are more tailored and impactful.

The four targeted areas for the projects include:

1. Public Health: Innovative solutions aimed at enhancing public health systems, including early disease detection, food access programs, and nutritional services.
2. Economic Mobility: Programs that enable unemployed or underemployed individuals to connect with job opportunities, training, and resources that can boost their earning potential.
3. Environmental Resilience: Initiatives to help cities prepare for, respond to, and recover from environmental challenges, ensuring community safety and sustainable practices.
4. Civic Engagement: Solutions designed to enable more efficient communication between city governments and residents, fostering a participatory decision-making process.

Each project must have an eligible organization lead, a committed city government partner, and serve a charitable purpose. Moreover, the implementation of a robust AI component is needed to enhance the effectiveness of the proposed service improvements. Notably, while the initiative supports a diverse range of AI technologies, there is no strict requirement to use OpenAI's specific products, allowing organizations the flexibility to choose solutions that best fit their unique needs.

Both organizations underscore the value of collaboration and knowledge-sharing as part of the initiative. OpenAI Foundation’s Anna Makanju emphasized that AI’s potential lies in its ability to expedite responses to residents and improve overall service quality. By combining philanthropic support and innovative technologies, they aim to make public services more responsive and efficient.

Noteworthy examples of successful partnerships from previous projects serve to inspire potential applicants. For instance, the collaboration in Cape Town has resulted in AI-driven tools that facilitate better engagement with residents, presenting a model that other cities can emulate. Similarly, initiatives in Cali have helped forecast health threats such as dengue fever, enhancing preventative care strategies for millions.

The Cities Deliver initiative represents an ambitious step forward in utilizing AI to address urban dilemmas through innovative solutions and strategic collaborations. As the world continues to urbanize, the success of this initiative could pave the way for smarter, more resilient cities capable of meeting their residents' needs in increasingly effective ways. Organizations interested in applying for grant funding can find more information and submit their proposals through the Rockefeller Foundation’s official channels.

Together with OpenAI, the Rockefeller Foundation continues its long-standing commitment to pioneering efforts that promote the well-being of humanity, effectively positioning AI not just as a technological advancement but as a tool for social good.
