One of the standout features of these Measures includes a tailored financial support system. Leading scientists, pivotal for the establishment of major scientific facilities, can receive combined support reaching up to RMB 100 million. Furthermore, highly regarded experts can secure funding of RMB 30 million aimed at advancing the commercialization of their research findings. This financial backing is crucial for transforming innovative ideas into tangible industrial advancements.

Additionally, innovative platforms in the region are encouraged to create distinguished or part-time positions. Each project that supports these roles can benefit from up to RMB 2 million in funding. This flexibility is critical for nurturing talent that can lead groundbreaking research and development efforts.

The Measures also offer substantial financial incentives for enterprises that successfully recruit high-level talents, with subsidies reaching up to RMB 1 million annually. High-end talents from both domestic and international backgrounds who engage in the “university-local joint appointment” initiative are eligible for a five-year salary subsidy, equivalent to 30% of their annual income.
