Huawei's Roadmap to an Intelligent World by 2035

Shape Tomorrow," two significant documents were introduced: Intelligent World 2035: Turning Vision into Action and Global Digitalization and Intelligence Index 2026. These reports represent a continuation of Huawei's initiative to address the profound challenges of the AI era while providing a practical roadmap for the industry.

David Wang, Huawei's Vice Chairman and rotating chairman, emphasized in the report that as AI transitions from the digital realm to the physical world, it moves beyond being just a tool; it begins to permeate essential processes within businesses and society. This transformation redefines industry logic and accelerates overall change in various sectors. Wang stated, “Agentic AI is a crucial variable in this transformation,” articulating the need for addressing significant challenges to harness AI's full potential.

The current landscape dictated by the AI revolution is complex. The report outlines ten pivotal directions to navigate these changes effectively, marking the first formal step toward constructing an intelligent framework:

1. Building AGI with Autonomous Cognition: This requires advancements in language intelligence, embodied intelligence, and scientific insights, setting a strong foundation for general capabilities.
2. Scalable Computing Clusters: Drive towards increasing the efficiency of chips and transitioning to SuperPoD computing systems to enhance token output.
3. Innovative Storage Systems: Create systems that ensure causal accuracy and reliable traceability to facilitate the evolution from data to knowledge.
4. Experience-Driven Intelligent Connectivity: Integrate AI into communication frameworks for enhanced user connectivity.
5. Tau Scaling Law Exploration: Focus on tools for chip design to optimize latency and energy efficiency.
6. Agent-Centric Operational Systems: Shift from leveraging environments to promoting autonomous evolution, built on a robust technical foundation.
7. Redefining Adaptive Device Intelligence: Develop seamless, adaptive intelligence between devices for ubiquitous services.
8. Self-Learning in Intelligent Vehicles: Transition vehicles into embodied agents capable of evolution and learning.
9. Breaking Computational Limits: Address physical constraints to enhance AI data center capabilities.

According to predictions, the global annual consumption of tokens is set to increase by a staggering 100,000 times by 2035, with agent traffic expected to account for over 90% of this flow. This dramatic shift will place higher demands on computing, networking, and cloud infrastructure than traditional internet applications ever did.

To address these challenges, the report advocates for developing a token-centric, end-to-end intelligent infrastructure that integrates token generation, distribution, consumption, and security. This entails creating SuperPoD systems and open ecosystems to improve token production efficiency while fostering intelligent connectivity and the deployment of agentic-native cloud platforms to accelerate AI adoption across diverse industries.

Furthermore, Huawei's report outlines five long-term initiatives to guide these efforts: maintaining a human-centric approach, upholding the principle of technology serving humanity, committing to openness and collaboration, and embracing a holistic approach that translates technology innovations into industrial progress.

In addition to the main report, Huawei also released the Global Digitalization and Intelligence Index 2026, developed in collaboration with Tsinghua University's Institute of Economics. This index aims to provide countries insights on how to transition to an intelligent economy, predicting that AI will generate over $27 trillion in cumulative economic value within five years.

With global investments in digital and intelligent infrastructure projected to exceed $4 trillion by 2030, the findings emphasize the importance of developing key factors such as data, ICT talent, and digital technologies to pave the way for a successful industrial modernization. The report categorizes the digital progress of 90 countries, proposing pathways for policy-makers based on their current stage, whether they are Builders, Adopters, or Frontrunners.
