Toledo Public Schools Embraces Sustainability with New Electric School Bus Fleet

Toledo Public Schools (TPS) is taking significant steps towards modernizing its transportation system by introducing 12 new electric school buses. This initiative is part of a broader strategy aimed at enhancing operational efficiency, ensuring fiscal responsibility, and improving student health. Set to launch in the 2026-2027 school year, this project places TPS among the forerunners in Ohio in adopting alternative fuel transportation methods.

In partnership with Highland Electric Fleets (HEF), TPS is looking to make this transition smoothly, bolstered by approximately $4.7 million in funding from the U.S. Environmental Protection Agency's Clean School Bus Program. The integration of these electric buses aligns with the overall commitment to sustainability and innovation in education.

Through a comprehensive and cost-effective model known as Electrification-as-a-Service (EaaS), HEF assists various school districts in transitioning to electric fleets. This model does more than just deliver electric vehicles; it encompasses the entire necessary infrastructure, including charging stations, financing options, and long-term operational support. Highland has established a strong presence in the Midwest, having collaborated with school districts in Illinois, Michigan, and Ohio to roll out electric buses effectively.

Currently, TPS operates 118 buses on a daily basis, primarily using propane and diesel. The new electric buses will help reduce reliance on diesel fuel, ultimately leading to significant savings in fuel and maintenance costs, with an anticipated annual saving of up to $1 million once the fleet is 80 to 90 percent converted to alternative fuel sources. In addition to financial prudence, the switch to electric buses will contribute to cleaner air by eliminating tailpipe emissions, thereby improving air quality for students and their communities.

Dr. Romules Durant, CEO/Superintendent of Toledo Public Schools, emphasized the dual benefits of this partnership, noting that students will not only benefit from eco-friendly transportation, but they will also gain practical skills through a specialized training program designed to teach them how to operate and maintain electric vehicles efficiently. This initiative bridges educational gaps by preparing students for high-demand careers in fields related to electric vehicle technology.

Moreover, the district has aligned this fleet transition with its emphasis on career and technical education. The newly established Electric Vehicle Lab, opened in August 2024, offers students hands-on experiences in high-voltage battery technology and vehicle mechanics. Students enrolled in this program can receive industry-recognized certifications, equipping them for careers in advanced manufacturing and electric vehicle technology.

Furthermore, the Toledo Area Regional Dispatch Academy (TARDA) provides applied learning opportunities for students interested in transportation logistics and fleet operations. By combining technological modernization with educational initiatives, TPS is creating clear career pathways and reinforcing the link between academic training and real-world community needs.

Joshua Williams, Director of Market Development at Highland Electric Fleets, highlighted the health benefits of transitioning from diesel to electric buses, noting a significant reduction in pediatric asthma risks for approximately 1,500 students when even five diesel buses are replaced with electric models. Such investments are aimed at extending these health benefits to a larger number of students through cleaner air and reduced operational costs.

As Toledo Public Schools progresses with its alternative fuel fleet, including future plans for more propane buses, the district is committed to balancing fiscal responsibility, student wellness, and workforce preparedness. With sustained support from the community and district leadership, TPS is setting a promising course for the upcoming school year and beyond.
