A Record 99% of Citizens Report No Corruption Experience in Hong Kong

Hong Kong's Commitment to Integrity

A recent survey conducted by the Independent Commission Against Corruption (ICAC) illustrates a significant consensus among the citizens regarding corruption awareness and integrity. Released on October 16, 2026, the ICAC Annual Survey 2025 found that an astonishing 99.2 percent of the participants indicated that they had no personal experience with corruption in the past year, the highest figure recorded to date.

This survey involved about 1,500 respondents from diverse backgrounds, gauging public attitudes towards corruption. A noteworthy highlight of this survey is that it marks a clear commitment from the community towards maintaining a corruption-free environment. A substantial 97.9 percent of participants recognized the importance of keeping Hong Kong free from corruption, supporting the belief that integrity is essential for the city’s development.

The public’s zero-tolerance attitude towards corruption was further emphasized with a mean score of 0.3 on a scale from 0 (total intolerance) to 10 (total tolerance) regarding corruption acceptance. This reflects the critical value society places on maintaining ethical standards and resisting corrupt practices. Moreover, many participants expressed readiness to report cases of corruption should they encounter any, showcasing a proactive stance against unethical behavior.

The ICAC reported this positive trend with satisfaction but highlighted that the role of the public is integral in combating corruption. They pledged to address any corruption-related complaints strictly and impartially, reinforcing their dedication to ensuring that Hong Kong maintains its reputation as a clean and just society. The organization also acknowledged the importance of public participation in providing feedback on corruption issues during the survey, indicating their intent to utilize these insights to craft more effective anti-corruption strategies.

ICAC’s three-pronged approach involving enforcement, prevention, and education will play a pivotal role in fortifying their anti-corruption initiatives. This endeavor aims not only to maintain current standards but to further enhance citizens' awareness and engagement in corruption prevention.

In conclusion, the results of this survey echo the collective conscious of Hong Kong citizens: a robust commitment to integrity and ethical governance. The remarkable statistic of over 99% of individuals claiming no personal corruption experience serves as a beacon of hope and a reminder that together, a conscientious community can build a future free from corruption. The ICAC continues to rally all sectors of the community towards this objective, highlighting that each citizen is crucial in upholding the integrity that defines the city’s character, fostering an environment where honesty thrives and corruption finds no foothold.
