The Eisenhower Fellowships have proudly announced the selection of four exceptional American university graduates for its prestigious 2026 Global Scholars Program. This initiative sends promising leaders abroad for a year of intensive postgraduate study culminating in Master’s degrees in critical areas like public policy and international relations.

These young scholars demonstrate a commitment to leveraging education and diverse experiences to make impactful contributions to society. The chosen individuals are Claire Astrid Fuchs, Gregory Fullam, Maya Neiberg, and Richard Swann, each bringing a wealth of unique skills and perspectives to the program.

Meet the Scholars


1. Claire Astrid Fuchs (25 years old) is a graduate from Texas Christian University. Currently an analyst at Jane's, she specializes in foreign direct investment with a security lens. Fuchs is multilingual and has effectively used her skills to bridge cultural gaps, particularly in complex conflict regions.
2. Gregory Fullam (29 years old), a Franklin & Marshall College alumnus, serves as a writer and advisor at Bloomberg Philanthropies. His role focuses on guiding philanthropic strategies to tackle pressing global issues.
3. Maya Neiberg (22 years old) is a recent graduate of Tulane University and works as a research assistant at the Tulane School of Public Health and Tropical Medicine. Her previous experience includes interning at the Buenos Aires Ministry of Health, where she played a role in shaping health policies.
4. Richard Swann (23 years old), a Naval Academy graduate, is exploring ethical artificial intelligence applications in American foreign policy. Recently, he completed a semester exchange program at the Spanish Naval Academy, enriching his international perspective.

Program Overview


Starting in September, these scholars will embark on an all-expenses-paid journey to study at prestigious institutions in Europe. Fuchs and Fullam will attend the Blavatnik School of Government at the University of Oxford for a Master of Public Policy degree. Meanwhile, Neiberg and Swann will study at IE University for a Master's in International Relations.

The rigorous curriculum provided at these esteemed institutions will not only enrich their academic foundation but also immerse them in diverse cultures and perspectives. This experience aligns with Eisenhower Fellowships' mission to foster global understanding and collaboration among emerging leaders.

Post-Study Opportunities


After completing their year abroad, these Eisenhower Global Scholars gain instant access to the expansive network of over 2,500 influential leaders connected through the Eisenhower Fellowships. This community spans various sectors, including government, business, education, and media, providing fertile ground for collaboration and innovation.
Furthermore, the scholars will have an opportunity to undertake a professional internship in their chosen field for an additional three months, deepening their real-world experience and skill set.
