This effort is not merely a response to current challenges; it is a proactive step towards ensuring that rural economies thrive in the coming years.

In the eastern regions of the country, farmers are employing sensor-controlled greenhouses to cultivate vegetables, elevating both the quality of their produce and their incomes. In stark contrast, the deserts of the northwest are becoming home to fish ponds, transforming the barren landscape into productive farming areas. In southern China, coffee production has reached new heights, with premium beans making their way to the market. Meanwhile, northern grasslands are now the foundation for high-quality beef cattle, seamlessly connecting local supply chains to meet the demands of modern consumers.

As the nation enters the first year of its 15th Five-Year Plan (2026-2030), Chinese President Xi Jinping has underscored the significance of agriculture, rural development, and enhancements for farmers. At a recent central rural work conference, he articulated the vision for transforming agriculture into a major modernized sector with a focus on elevating living standards in rural communities. This approach aims to ensure that all farmers can enjoy prosperous lives.

The strategic framework outlined in the Recommendations of the Central Committee for Formulating the 15th Five-Year Plan emphasizes a coordinated approach that prioritizes technological advancement, ecological sustainability, and the creation of quality-focused brands within the agricultural sector. Notably, the 2026 central document further reinforces these goals, detailing actionable strategies to foster both agricultural and rural modernization while promoting comprehensive rural revitalization initiatives.

Local solutions are tailored to meet the unique conditions across different regions. For example, in the Dabie Mountains of Lu'an City, Anhui Province, previously challenging farming terrains are now cultivating Dendrobium officinale, a valuable medicinal herb, leveraging ecological farming methods. The project has not only increased the area dedicated to cultivation but has also created substantial employment opportunities—over 22,000 jobs, to be exact.

Similarly, in Wuzhou City, Guangxi Zhuang Autonomous Region, the transformation of hilly landscapes into expansive tea plantations reflects the favorable geographic and climatic conditions for tea cultivation. The area now boasts a remarkable annual output of over 40,000 tonnes, translating to an anticipated economic impact exceeding 30 billion yuan (approximately $4.3 billion) by 2025.

Such instances of successful rural innovation are not isolated. Over the last five years (2021-2025), significant efforts have created substantial infrastructure, supporting 210 specialty industrial clusters, 250 agricultural parks, and 1,098 agricultural towns across the nation. As of now, there are around 94,000 county-level agricultural leading enterprises in China, with 2,250 ranked at the national level, facilitating local economic boosts through targeted industry growth.

Researcher Zhong Yu from the Chinese Academy of Agricultural Sciences emphasizes that county-level industries play a crucial role in boosting local incomes, enabling farmers to benefit from collective industrial growth through frameworks like order-based purchasing and equitable dividend sharing.

Technology stands as a critical catalyst for innovation within this segment of the economy. In Yi County, Hebei Province, the introduction of techniques like the "gradient cooling method" allows local persimmons to stay fresh from seasonal harvests for nearly a year, opening markets year-round. In another representative case, the application of AI and Internet of Things (IoT) technologies in strawberry production in Chengdu shows how data-driven improvements can dramatically increase agricultural yield.

These advancements align with national policies prioritizing technological innovation in agriculture. The 2026 No. 1 central document explicitly encourages the incorporation of drones, IoT, and agricultural robotics, marking a significant shift toward modern agricultural practices.

Professor Li Jianjun from China Agricultural University notes the 15th Five-Year Plan as pivotal for establishing a foundation toward realizing socialist modernization in agriculture.
