IBM Moves Forward to Stage C in DARPA's Quantum Benchmarking Initiative

IBM Advances in DARPA's Quantum Benchmarking Initiative

On October 7, 2026, IBM (NYSE: IBM) proudly announced its advancement to Stage C in DARPA's Quantum Benchmarking Initiative (QBI), marking a significant milestone in its quest to develop a fault-tolerant quantum computer. This selection means that IBM is now involved in the rigorous evaluation process conducted by independent experts, who will extensively analyze the company’s quantum hardware, technology, and overall system architecture.

DARPA's Quantum Benchmarking Initiative

Initiated in 2024 by DARPA, the Quantum Benchmarking Initiative aims to evaluate the viability of constructing a commercially useful fault-tolerant quantum computer by the year 2033. A fault-tolerant quantum computer, as defined by DARPA, is a system that provides significant computational value that outweighs its associated costs. Following a thorough assessment process, IBM has successfully navigated through the initial two stages of the initiative, focusing on comprehensive research and development plans for quantum computing technology.

IBM's Vision and Timeline

Jay Gambetta, Director of IBM Research and an IBM Fellow, expressed enthusiasm about reaching this advanced stage, stating, "Advancing to the third stage of DARPA's Quantum Benchmarking Initiative validates the strength of IBM's path to building a fault-tolerant quantum computer." IBM has set an ambitious goal to deliver its first practical fault-tolerant quantum system, named IBM Quantum Starling, by 2029. This computation powerhouse is expected to utilize breakthroughs in error correction, processor design, and systems engineering to pave the way for transformative applications across various industries.

Achievements in Quantum Computing

IBM has built an impressive foundation in quantum computing, leading the industry through its extensive fleet of quantum machines and Qiskit, the most widely-used quantum software. Current functionalities of IBM’s quantum computers are already being harnessed by a network comprising over 340 entities, including businesses in financial services, healthcare, academia, and government. These organizations are using IBM’s advanced systems to explore industrial applications and develop algorithms that could unlock the full potential of fault-tolerant quantum computing.

Progressing Through the Stages

The QBI consists of three distinct evaluation stages:
1. Stage A required organizations to submit a preliminary technical concept, outlining a feasible path to creating a cost-effective fault-tolerant quantum system. Several participants were announced in April 2025.
2. Stage B pushed teams to present a comprehensive R&D plan detailing the realization of their proposed quantum systems, along with potential risks and strategies for risk mitigation.
3. Stage C, which IBM has now entered, focuses on actual hardware evaluation by an independent verification and validation (IVV) team from DARPA. Here, the hardware will undergo rigorous testing to assess its performance and capabilities.

Future Collaborations and Innovations

In parallel with its involvement in the QBI, IBM is actively collaborating with industry partners, government agencies, and academic institutions, all working collectively towards achieving the reality of fault-tolerant quantum computing. IBM’s strategic partnerships and innovative technologies aim to expedite advancements in this transformative field, further enhancing its commitment to building powerful quantum systems.
