In a significant step towards inclusivity in travel, Cloud Care, a pioneer in non-insured elder care solutions, has announced a collaboration with a consortium of major Japanese railway companies, including JR East Startup, Tokyu, Odakyu Electric Railway, and Seibu Holdings. This partnership aims to initiate a pilot project focused on universal tourism, designed to facilitate travel for the elderly and those with disabilities.
The Motivation Behind the Initiative
Japan is experiencing a demographic shift towards an aging population, leading to an increasing number of individuals who require assistance in their daily lives. Sadly, this has resulted in many people, particularly the elderly and those with disabilities, feeling apprehensive about traveling due to worries about accessibility and assistance. The current state of accommodations and transport often leaves potential travelers without options, creating psychological and physical barriers that discourage them from venturing out.
In fact, recent data indicates a potential market size for universal tourism (or accessible tourism) of approximately 888 billion yen in Japan, highlighting a significant opportunity in a sector that is still largely undeveloped. Cloud Care has developed a matching platform that connects users with caregivers to meet these needs, but addressing the entire travel experience, from transportation to accommodation, remains a challenge.
Rail companies, on the other hand, recognize the need for solutions that allow those requiring assistance to travel comfortably and securely. However, individual transport providers often face limitations in the scope of areas they can cover, falling short of meeting the diverse needs of travelers. By combining Cloud Care's expertise with the resources of the JTOS consortium, the initiative aims to construct a seamless travel experience that addresses both mobility and assistance.
Overview of the Pilot Project
Objectives
The pilot project seeks to bring families with assistance needs to experience travel in the Hakone area, allowing them to assess the alleviation of psychological and physical challenges, optimize operations for welcoming facilities, and validate the feasibility of a sustainable business model.
Timeline
The preliminary testing is planned to take place from April to May 2026.

The project will utilize the Hakone area, including accommodations like The Prince Hakone Lake Ashi.
