TotalEnergies and BluEnergies Unite for Oil Exploration in Liberia



In a significant development in the energy sector, TotalEnergies has joined forces with BluEnergies Ltd., a Canadian oil and gas exploration firm, to advance their exploration activities in the promising Harper Basin, located offshore Liberia. This collaboration was formalized through a joint study and application agreement (JSAA), marking a pivotal step towards unlocking the potential of the region’s deep water fan play, which has shown great promise in previous seismic evaluations.

The Exploration Landscape


The Harper Basin, part of West Africa's Transform Margin, is poised at the forefront of oil exploration, characterized by its ability to yield productive oil fields. The West Africa Transform Margin, along with its counterpart in South America, has become an area of intense focus for oil companies, with successful developments that underline its viability.

The JSAA aims to systematically assess the prospectivity of the Harper Basin blocks LB-26, LB-30, and LB-31. According to indications from both companies, should they discover economically viable prospects, they plan on applying for production sharing contracts that would allow for the extraction of oil from these blocks. This initiative is underpinned by a significant budgetary commitment to undertake an extensive work program over the next 18 months.

Advancements in Geophysical Data Gathering


This ambitious work program involves sophisticated techniques such as seismic reprocessing designed to create high-resolution images of the reservoirs beneath the seabed. As part of this effort, TGS ASA—a leading player in energy sector intelligence—will reprocess 6,167 km² of existing 3D seismic data originally acquired in 2013, covering vast areas of the potential exploration blocks.

In tandem, the initiative involves new seabed data acquisition, which includes multi-beam sonar and heat flow surveys, essential for accurate geological assessments. Such detailed analysis is integral to de-risking the hydrocarbon potential and ensuring informed decision-making as both companies move forward.

New Licenses to Collaborate Further


To facilitate this expansion, the companies have secured the Reconnaissance License LPRA-003 from the Liberia Petroleum Regulatory Authority, which encompasses the areas to be explored. Under this license, BluEnergies holds a 35% participating interest while TotalEnergies retains a 65% interest. This structure reinforces the collaborative framework necessary for the expansive work commitments involved.

The terms of the new license span until June 30, 2027, replacing the existing Reconnaissance License LPRA-002. Importantly, both companies have agreed to recover reconnaissance expenditures under future production sharing contracts, thereby supporting significant financial collaboration. Recent expenditures by BluEnergies under the previous license reached over CA$2.5 million, highlighting their commitment to thorough exploration.

The Way Forward


BluEnergies, through its strategic negotiations which commenced in 2024, has carved out a competitive space for itself within the African oil market, especially with its collaborative agreement with TotalEnergies taking full shape. It entered exclusive negotiations with TotalEnergies in July 2025, leading to the union that aims to pave the way for a fruitful partnership in exploring oil reserves in Liberia.
