Okayama University and Kumamoto University Collaborate on Research Management Talent Development

Enhancing Research Management Talent Development in Japan



On March 24, 2026, Okayama University, alongside Osaka University, held a pivotal meeting at Kumamoto University’s Kurokami Campus in Kumamoto City. This gathering aimed to address the pressing need for skilled research management professionals in Japanese universities, particularly in light of the need to boost both the quantity and quality of these essential roles across the nation's academic institutions.

The meeting was part of the Ministry of Education, Culture, Sports, Science and Technology's initiative known as the “System Development Project for Research Management Talent.” This project seeks to facilitate better professional development pathways for research management specialists and improve career prospects within academia.

In attendance from Kumamoto University were prominent staff members including Kazuki Honda and Tsubasa Wada, both Associate Directors in Research Management, as well as Hisashi Watanabe, the Head of the Research Promotion Division. Okayama University was represented by Masaki Kawamoto, the chief vice-director of the Research and Innovation Collaboration Organization, along with other key figures.

The meeting kicked off with an introduction from Masaki Kawamoto. Following his remarks, representatives from Osaka University provided an overview of the training programs available. This was followed by a comprehensive presentation from Tomomi Saito, a senior research officer at Okayama University, detailing the educational offerings that the university intends to provide.

During the session, participants engaged in lively discussions regarding the procedures associated with the dispatch and acceptance of University Research Administrators (URA), addressing practical challenges and brainstorming potential solutions. Moreover, the conversation expanded to explore the current initiatives at various universities aimed at developing URA talent and opportunities for future collaboration.

Typically, meetings of this nature would feature reports delivered by senior management; however, this time, in alignment with the strengthening of administrative capabilities highlighted in the “J-PEAKS” program—an initiative aimed at reinforcing unique characteristics of regional core research universities—Saito presented on behalf of a mid-level official. Reflecting on the experience, Saito remarked, “I felt anxious stepping out of the usual meeting format. However, this experience has been invaluable for my growth, and I deeply appreciate the willingness of our Kumamoto colleagues to share their insights. We have gained much from discussing the finer points of our practical engagement.”

Moving forward, Okayama University remains committed to bolstering collaborations across diverse stakeholders to elevate the training and application of research management professionals. The institution emphasizes a commitment to swiftly pursue adaptive reforms in organizational structure and systems, freeing them from conventional constraints. Such changes aim to foster innovation and drive social transformation.

Expectations are high for both Okayama and Kumamoto Universities as they embark on this mission, one that aligns with their status as open, core research institutions dedicated to co-creating a sustainable future for both regional and global communities.
