Innovative Nature Coexistence Site Certified in Japan
The stunning accomplishment of the "Nature Coexistence Site" recognition has been awarded to the "Kyo Seino Daichi Ashio (Matsuki and Oohirayama Area)" managed by the Kokura Kikan Corporation in Tochigi Prefecture. This certification, guided by technical support from Pacific Consultants Co., Ltd. based in Chiyoda, Tokyo, demonstrates the Japanese company’s commitment to fostering biodiversity.
The recent recognition as a Nature Coexistence Site is grounded in the application of Japan's Community Biodiversity Enhancement Act. Initiated in fiscal year 2023, the Environment Ministry established this certification for private initiatives contributing to biodiversity conservation.
Pacific Consultants' Role
Pacific Consultants played a pivotal role in achieving this certification through comprehensive support including ecological surveys, application documentation preparation, and review response assistance. Their expertise in green infrastructure policies, biodiversity assessments, and environmental conservation measures have been instrumental. They continue to dedicate efforts toward tapping into unutilized natural capital assets while supporting solutions to achieve carbon neutrality and nature-positive implementations.
Community Biodiversity Enhancement Act Overview
In line with national initiatives, the Environment Ministry has set guidelines to acknowledge regions focusing on biodiversity conservation by private sectors. The Community Biodiversity Enhancement Act, enforced in April 2025, gives recognition to local collaborative endeavors by companies, NGOs, and community groups aimed at maintaining and restoring biodiversity.
This framework is essential in attaining the Nature-Positive strategy, challenging biodiversity loss, and meeting the 30by30 Goal for global ecological conservation by protecting 30% of terrestrial and marine regions by 2030.
Overview of Kyo Seino Daichi Ashio Site
Located in Nikko City, Tochigi Prefecture, the Kyo Seino Daichi Ashio site forms part of Kokura Kikan Corporation’s forest holdings. The site is recognized due to its two specific plans aimed at natural environmental conservation and has been classified as a Nature Coexistence Site under the Community Biodiversity Enhancement Act.
The Matsuki Area, once devastated by smoke damage leading to forest deterioration, has found new life through Kokura Kikan's effective SO2 gas management and collaboration with local authorities for planting initiatives. While recovery efforts continue in surrounding areas, the site has established a flourishing ecosystem hosting 153 plant species, 4 mammal species, 25 bird species, 1 amphibian species, and 152 insect varieties.
The site has received a “Maintenance Type” classification for its successful biodiversity-rich undertakings.
On the other hand, the Oohirayama Area has remained pristine, without any history of forestry exploitation or established hiking trails, serving as a natural buffer zone adjacent to Nikko National Park. This area comprises 35 plant species, 6 mammals, 15 birds, and 40 insects, playing a crucial role in supporting various species habitats. The region has also been categorized under the “Maintenance Type,” recognizing efforts to address rare plant species and ecological foundation adjustments.
Importance of Biodiversity in Harmony with Nature
This certification not only highlights the ecological restoration achieved by Kokura Kikan Corporation but also underscores the significant collaborative initiatives necessary for maintaining a balance with nature. As companies seek frameworks that support sustainability and resilience against climate impacts, the importance of biodiversity preservation becomes paramount.
Through the dedication of organizations like Pacific Consultants, ongoing efforts to implement and maintain ecological integrity lead to significant contributions toward a sustainable and resilient future for all.
