As of October 2023, the General Association of Clea Human Resource Development has announced critical preventive strategies against Customer Harassment (often abbreviated as 'Kasuhara'). With the impending regulations set for October 2026, there is an urgent need to shift focus from post-incident responses to proactive measures.
The widespread awareness of customer harassment underlines a reality many businesses face: the unacceptable behavior of a minority of customers can create a toxic environment for employees. Badgering, unreasonable demands like “Bring the manager!” or “I demand an apology!” can leave workers feeling isolated and vulnerable. However, definitive guidelines and robust policies can offer employees not only support but a sense of safety and empowerment in challenging situations.
One of the most efficient preventive strategies is to establish a clear, visible policy stating that harassment towards employees is intolerable. Importantly, this policy should be communicated not just internally but also made visible to customers. For instance, clear signage in stores or on websites explicitly stating that any abusive behavior, threats, long wait times for complaint resolutions, or unreasonable compensation demands will result in discontinuation of service can serve as a strong deterrent. This proactive communication reinforces the company's stance and gives employees a powerful backing to confidently refuse to comply with unreasonable requests.
