Advocating for Urban Agricultural Land Preservation

On August 25, 2023, Hino City, Tama City, Inagi City, and the Tokyo South Agricultural Cooperative submitted a joint proposal to the Ministry of Finance and the Ministry of Agriculture, Forestry and Fisheries. The document emphasizes the need for sustainable development of urban agriculture and the preservation of urban farmlands in response to the ongoing urbanization that is reducing agricultural land.

The proposal was motivated by the pressing issue of decreasing farmland in the cities of Hino, Tama, and Inagi. As urban areas expand and housing developments increase, the available agricultural land has been steadily declining. Recognizing the importance of urban agriculture not just for local food production but also for community resilience, the cities and the agricultural cooperative urged the government to consider expanding inheritance tax exemptions and providing support for municipalities actively promoting local consumption.

Key Stakeholders in the Proposal

In attendance during the submission of the proposal at the Ministry of Finance were key figures including Akira Aoyama, Chairman of the Tokyo Agricultural Commission; Hiroyuki Abe, Mayor of Tama City; Soji Koga, Mayor of Hino City; Satsuki Katayama, Minister of Finance; Kiyoshi Odawara, a member of the House of Representatives; Katsuhiko Takahashi, Mayor of Inagi City; and Masahiro Baba, the representative of the Tokyo South Agricultural Cooperative.

At the Ministry of Agriculture, Forestry and Fisheries, discussions were facilitated between the representatives of the local governments and the ministries. In addition to the aforementioned presenters, participants included Kenkazu Suzuki, Minister of Agriculture, Forestry and Fisheries, Miki Yamazaki, Deputy Mayor of Tama City, and Mitsuhiro Ishida, Deputy Mayor of Inagi City. These discussions aimed to bridge the gap between local needs and governmental policies, ensuring that urban agriculture's importance is recognized at higher levels of governance.
