Background and Evolution of Kobe’s PR Strategy



Since 2020, Kobe City had a fragmented approach, with various departments producing their own promotional materials. However, in 2022, Kobe transformed its structure by establishing a centralized Public Relations Strategy Division. This newly formed division now coordinates all public relations efforts across the city. By employing eight specialists including video creators, graphic designers, and copywriters, Kobe City has streamlined its content production for various platforms. The in-house creation of materials like large digital signage, television commercials, and social media advertisements has not only cut costs but also improved the coherence of the branding efforts.
