Exploring Public-Private Partnerships in Local Government: Free Online Seminar

Join the First Session of the Public-Private Partnership Lab

The General Association for Local Government Digital Transformation (GDX) is hosting its inaugural online seminar titled “Public-Private Partnership Lab” on June 17, 2026, starting at 10:00 AM. This free event, conducted via Zoom, is aimed at businesses and organizations looking to establish partnerships with local government entities.

Purpose and Overview of the Seminar

As local governments face significant challenges such as declining populations, an aging society leading to reduced tax revenues, enhanced social security costs, and evolving citizen needs, the importance of Public-Private Partnerships (PPP) becomes increasingly evident. The seminar will explore how local governments and private enterprises can effectively collaborate to enhance public services and address community concerns.

Despite the potential benefits, many businesses encounter difficulties when attempting to engage with local government. The decision-making processes, budget cycles, and procurement rules are distinctly different from the private sector, leading to frustrations about promising services that remain unimplemented. This seminar seeks to go beyond conventional sales proposals and foster a shared understanding of genuine challenges faced by municipalities, facilitating effective collaboration.

Special Section: Building Partnerships for Community Problem-Solving

During the event, GDX will introduce its activities and explain the framework for how public-private collaboration can operate successfully. A special segment focusing on strategies for building partnerships will cover:
  • - The structure of local government organizations
  • - The decision-making process
  • - Budget cycles and procurement methods (including public competitive bidding, designated competitive bidding, discretionary contracts, and proposals)

The seminar aims to highlight crucial distinctions from traditional private sector sales approaches, ensuring a comprehensive understanding of local government operations.

Key Insights into Local Government Operations

Participants will gain insights into key aspects of local government engagement, including:
  • - Understanding the dynamics of decision-making
  • - Navigating budget negotiations
  • - Managing contract timelines and pricing discussions

This foundational knowledge will be complemented by practical examples demonstrating the flow of public-private partnerships from initial consultation and proposal stages to the establishment and operation of service delivery frameworks, including regional expansions.

Full Cycle of Public-Private Collaboration

The seminar will delineate a full cycle of PPP processes:
1. Consultation
2. Proposal Development
3. Establishing a Business Framework
4. Operations
5. Regional Expansion

By understanding this cycle, businesses can strategize on how to build lasting partnerships without competing with each other, thereby ensuring sustainable collaboration.
