Current State of Water Infrastructure

As we look at the current state of water supply and wastewater services, we see that they are vital for community operations and industrial activities. However, municipalities are facing significant challenges: workforce reductions, aging assets, and diminishing demand for services. To tackle these issues, there is an urgent need to innovate within the sector.
Recent initiatives have demonstrated a push for larger collaborative frameworks, with various regions starting to implement these strategies. For instance, local authorities in cities like Hamamatsu and Miyagi have adopted the concession model, signaling a shift in how water services are delivered.

The Shift towards Water PPP

In June 2023, the Japanese Government introduced “Water PPP” as a new approach to public-private partnerships, setting an ambitious goal to implement around 200 projects in water and wastewater sectors over the next decade. This policy is expected to open pathways for various private entities to participate more actively in these sectors, enhancing operational efficiency and service delivery.
