In a groundbreaking achievement, Mesa Public Schools, the largest district in Arizona, has successfully completed its 2026 audit with zero findings related to procurement. This marks a remarkable departure from the previous six years, during which the district faced between one to three audit flags annually. The transformation comes after a dedicated multi-year initiative aimed at modernizing and centralizing procurement operations using OpenGov solutions.

Access to centralized procurement records and automated workflows has dramatically improved the efficiency and transparency of the district's procurement process. Previously, procurement records were distributed across various network drives, emails, and disconnected tools, complicating oversight and management. The introduction of OpenGov Procurement Contract Management has transformed this chaotic system into a streamlined one.

With OpenGov, Mesa's procurement team now has a singular location to manage vendor evaluations, responses, contract approvals, and crucial documentation. During the audit review, auditors managed to complete their examination of selected procurement records in just 48 hours, a significant reduction in time compared to previous audits. For 2026, auditors reviewed 15 solicitations and efficiently accessed all pertinent supporting documentation directly through OpenGov.

Michelle Hamilton, the Procurement Director, expressed her astonishment at the results, stating, "I was completely flabbergasted when the auditor said we are done. We did not have one flag. For a district this size to not have an audit finding of some sort is unheard of." This newfound efficiency also led to a reduction in administrative burdens during the audit cycle. The 18-person procurement team no longer requires an entire day to upload documents to external portals, and auditors now spend significantly less time locating signatures and approvals, thus enhancing overall productivity.

Furthermore, this modernization extends beyond merely passing an audit. The district has crafted 36 determination templates that automate the electronic approval process for purchases up to $300,000. In addition, it has transitioned contract renewals from cumbersome email exchanges into a more organized tracked workflow and resolved long-standing issues regarding document naming conventions that persisted for 14 years. As a result of these improvements, Mesa estimates that it has reclaimed around 24 days of collective staff time during each audit cycle.

OpenGov has further customized its tools to align with Mesa's "Heisman Method," a systematic scoring mechanism for vendor assessments and award documentation. By May 2025, the district had centralized its procurement records into a single searchable system, enhancing accountability and accessibility.

Casey Hill, Director of Product Management at OpenGov, commented on the impact of these improvements, stating, "Mesa's story shows what happens when accountability is built into the workflow instead of recreated after the fact. When the record of a decision is captured as the work happens, public agencies spend less time assembling documentation and more time serving their communities.
