Gathering Insights on Document Management and AI Utilization in Local Governments
On August 5, 2026, the General Association of Local Government DX Promotion will host an online seminar titled
"Survey Report on Document and Data Management and the Utilization of Generative AI in Local Governments". This seminar serves to share the results of a national survey conducted among various local governments regarding their management practices and the application of generative AI.
Background of the Seminar
Despite the increasing implementation of generative AI across many local governments, feedback from the field indicates a gap in expected outcomes. One identified barrier is the state of internal data that is fed to AI systems. Local file servers are often under pressure due to capacity limitations, the confusing presence of multiple personal folders, a surplus of outdated files, and the mixture of confidential and regular documents. Additionally, changes in personnel often result in a loss of continuity, as essential knowledge and previous files do not transition smoothly between staff members. This situation doesn’t just undermine the foundation for generative AI utilization, but also threatens the continuity of administrative operations.
To address these challenges, the association has undertaken a nationwide survey aimed at visualizing the realities faced by local governments in managing documents and implementing AI solutions. The upcoming seminar will not only disseminate the survey results, but also provide a platform for dialogue on how to build organizations that can effectively transfer knowledge, even amidst personnel changes.
Special Lecture by Hiroyuki Kawaguchi
One of the highlights of the seminar will be a special lecture by Hiroyuki Kawaguchi, Representative Member of Kawaguchi Hiroyuki LLC, and a notable expert in the fields of engineering and information systems auditing. Dr. Kawaguchi, who has served as an advisor for regional information development at the Ministry of Internal Affairs and Communications, has an extensive background involving positions as Chief Digital Officer (CDO) for Koshigaya City and DX Specialist in Utsunomiya City.
In his lecture, titled
"If Humans Can't, Let AI Handle It - The New Face of Internal DX as Imagined by ProcureTech StorageManager," Dr. Kawaguchi will delve into how the condition of local file servers can obstruct the effective adoption of generative AI. He will introduce innovative approaches involving AI agents capable of automatically sorting and indexing files, coupled with practical insights into the implementation of digital transformation (DX) within local governments.
