The 3rd GTI Forum on Digital Intelligence: Enhancing Global AI Development

On September 8, 2026, Hong Kong played host to the 3rd GTI Forum on Digital Intelligence, focusing on the critical theme of "Openness, Sharing, Cooperation - Advancing AI Development." Hosted by the Global Technology Initiative (GTI), the forum aimed to establish international collaborations and shared strategies to enhance the global landscape of AI.

Gao Tongqing, the Chairman of GTI, addressed participants, underscoring the organization's commitment to foster global cooperation and facilitate open exchanges of ideas. He highlighted the importance of collective action among various stakeholders, including international organizations, regulators, universities, and research institutions. GTI is particularly focused on promoting a collaborative approach to tackle prevalent industry challenges.

The forum announced the establishment of eight open laboratories across Asia, Europe, and North America, alongside the development of a 6G open testbed. GTI also launched a global open innovation challenge in partnership with the GSMA, releasing over 50 white papers and research reports to guide industries through common challenges Robert and Li.

Collaborative Innovation Initiatives

GTI elaborated on key innovation initiatives aimed at bridging the digital-intelligence divide. The Mobile Intelligence Integration Index (MI³) was introduced alongside the Mobile AI White Paper and the AI Security Governance Initiative, promoting secure and inclusive AI development.

Gao stressed that AI is currently experiencing significant advancements driven by three core pillars: technological innovation, industrial applications, and governance practices. The organization presented three key proposals to thrive in the next stage of AI development:
1. Technological Innovation: GTI will encourage global collaboration across multiple sectors, utilizing its laboratories and testbeds to spur international research and overcome technical bottlenecks.

2. Expanding Applications: By identifying valuable scenarios across different industries, GTI aims to integrate AI into key sectors such as healthcare, education, transportation, and more, thus unlocking AI’s full potential.

3. Trustworthy Governance: Advocating for a people-centered approach, GTI underscores the importance of international dialogues around AI standards, security, and governance models.

Insights from Industry Leaders

Li Huidi, the Executive Vice President of China Mobile and a foundational member of GTI, reiterated the necessity for a collaborative platform to facilitate discussions about AI’s technological evolution and its industrial implications. He noted that AI is transitioning from isolated tools to comprehensive solutions that enhance productivity and social governance.

China Mobile's strategy involves indicating AI's integration into communications technologies, promoting efficient coordination in networks, and fostering an interconnected, open, and trustworthy AI infrastructure. Li put forth three proposals to support these goals:

• - Strengthening foundational digital capabilities through collaboration on core technologies and ensuring secure AI infrastructure.
• - Co-creating smart application scenarios that enhance urban development and accessibility to AI services.
• - Promoting a global ecosystem that enables collaborative research and investment efforts in AI.

In conjunction with GTI, China Mobile and other partners unveiled the GTI AI Security Governance Technology White Paper, marking advancements in AI governance and security capabilities.
The event also featured engaging sub-forums focusing on Smart Transportation and Mobile AI, gathering more than 20 experts to examine the intersections of AI and various industries. This collaborative dialogue aims to propel the transformation and upgrading of sectors through integrated development practices.
