Expanding Emergency Response with Advanced Technology
In a move aimed at enhancing emergency response capabilities, Applied Information, Inc. has expanded its Fire & EMS team. The company, known for its innovative Intelligent Transportation System (ITS) technology, is focused on increasing the deployment and adoption of its Glance® Emergency Vehicle Preemption system. This system has already proven effective, with emergency vehicles utilizing it completing over 1.5 million journeys in 2025, which resulted in more than 5.4 million green lights at traffic intersections, significantly reducing response times by over 16,500 hours.
To build on this impressive performance, Applied Information is welcoming seasoned fire service professionals to its ranks, enhancing its analytics capabilities to support modern emergency response operations. The diverse expertise of this expanded team combines real-world operational knowledge with technical proficiency, aimed at improving connected preemption systems in various agencies across the country.
Expert Insights into Fire Service Operations
Leading the new team is Deputy Chief William Mosley, who brings over two decades of experience in fire service and incident command. Based in Massachusetts, Mosley is committed to integrating signal preemption technologies with practical training and operational readiness, ensuring that emergency response teams are well-prepared for real-life scenarios.
In Florida, Conor Devery, a retired Fire Lieutenant with 37 years of experience, focuses on integrating preemption systems into Computer-Aided Dispatch (CAD) and Automatic Vehicle Location (AVL) platforms. His efforts aim to enhance situational awareness for first responders, leading to improved decision-making in the field.
Alongside these fire service professionals is Alex Temes, who directs the development of geospatial data tools at Glance Spatial Technologies. His objective is to support resource planning for first responders, performance analyses, and the application of connected vehicle technologies, ensuring that emergency services operate at their best.
Strategic Leadership to Drive Innovation
Applied Information's efforts are further boosted by Dominic Aquila, Director of Fire & EMS Business Development, who has three decades of emergency response leadership experience. Aquila oversees strategy and engagement with numerous agencies throughout North America, ensuring that best practices are shared and adopted.
The company also draws from Jackie Gibbs, former Fire Chief of Marietta, Georgia, who contributes over 41 years of fire service expertise. Gibbs has held prominent positions in various national and regional organizations, which adds depth to the leadership team's effectiveness and outreach within the industry.
"Every green light represents a safer journey through intersections and quicker responses to those in need," said Bryan Mulligan, President of Applied Information. "By leveraging data on performance and the spatial intelligence of our team, we're helping agencies to modernize their fleets with technology that works effectively in real-world scenarios."
Enhancing Technology for Safer Emergency Responses
The Glance Emergency Vehicle Preemption system utilizes GPS, cellular, and 900 MHz communication technologies to provide timely green lights at traffic signals. This multi-faceted communication setup enhances the reliability and range of system operations compared to traditional infrared systems, significantly increasing safety for fire department vehicles responding to incidents. According to estimates, around 16,900 accidents each year involve fire department vehicles responding to emergencies, underscoring the critical need for enhanced intersection safety measures.
A Vision for the Future
Since its inception in 2011, Applied Information has significantly transformed the traffic management landscape, initially focusing on enhancing the safety of school zones through IoT technologies. Today, the company continues to innovate, allowing for better management of various traffic control systems through user-friendly mobile interfaces and cloud solutions. The development of the Glance® technology integrates hardware, software, and cutting-edge applications geared towards connected and autonomous vehicles, working towards a safer experience for everyone on the road.
