Strategies to Overcome Labor Shortages in the Care Sector: ZitzGen's 2025 Seminar

Addressing Labor Shortages in the Care Sector: ZitzGen's Seminar 2025

In response to the ever-growing labor shortages in the care sector, ZitzGen Co., Ltd. will host the "Super Labor Shortage Countermeasures Seminar 2025" aimed at operators of care facilities including nursing homes and day service centers. The seminar will delve into strategic insights essential for enduring in this tough environment and will be held on July 28, 29, and August 4, 2025.

Background of the Seminar

The recent amendments to the Long-Term Care Insurance Act in 2024 have frozen payment amounts while the government has increased the minimum wage, which now exceeds 1,000 yen nationwide. This change pressures care providers who have already begun reevaluating wages due to rising personnel costs, which have significantly impacted management. Moreover, the government has laid out a roadmap to raise the minimum wage to 1,500 yen by the mid-2030s. Thus, care facility operations will continue to be challenged by escalating costs over the long term.

Additionally, with the increasing competition for talent amidst a declining workforce, recruiting costs have surged. As the elderly population continues to rise, with the baby boom generation transitioning to elderly status in 2025, the demand for care services will outpace the supply of qualified personnel. According to the Ministry of Health, Labour and Welfare, there is an anticipated shortfall of approximately 320,000 care workers nationwide. Projections indicate that by 2040, this number could climb to 690,000 as the population of senior citizens exceeds 35%. The recent uptick in job openings exacerbated by the recovery from the COVID-19 pandemic has led to a scenario where four facilities compete for a single job seeker.

In addition to these staffing challenges, historical depreciation of the yen and rising inflation have contributed to soaring operational costs. Consequently, care providers need to enhance efficiency to secure profitability. Alarmingly, the number of bankruptcies among care operators reached a record high of 172 in 2024, marking a 36.6% increase year-on-year since the advent of the long-term care insurance system in 2000.

The current climate of labor shortages and soaring operational costs demands that care facilities evolve into organizations that can successfully recruit, retain, educate, and efficiently manage their workforce while ensuring a sustainable economic model.
