The future of Iraq's energy sector is set to change dramatically as Shanghai Electric initiates a pivotal project aimed at expanding the efficiency and capacity of existing power plants. With a considerable addition of 625 megawatts (MW), this undertaking is designed to enhance the overall efficiency of the plants by about 50%, significantly contributing to alleviating the long-standing electricity shortages that have plagued the country.

Project Overview



The Eufrates Combined Cycle Expansion Project represents a significant stride towards modernizing Iraq’s energy infrastructure. Shanghai Electric, acting as the primary contractor, is tasked with upgrading power facilities across four Iraqi governorates, specifically Najaf, Karbala, Babylon, and Al-Qadisiyyah. By converting existing simple cycle units into advanced combined cycle systems, the project is expected to yield an impressive additional generation of approximately 5 billion kilowatt-hours (kWh) of electricity annually, without an increase in fuel consumption.

For over three decades, Iraq, one of the leading oil producers in the Middle East, has faced severe energy shortages. The nation’s power generation largely depends on natural gas, yet domestic gas production has lagged, leading to increased reliance on imports. This energy deficit not only diminishes the standard of living but also impedes national reconstruction and economic growth.

The expansion project, which began early this year, will focus on employing cutting-edge combined cycle technology. Critical equipment for the upgrades has already arrived on-site, and construction is progressing smoothly due to collaboration between Chinese and Iraqi teams. Iraqi Electricity Minister Ziad Ali Fadel has acknowledged the strategic importance of this initiative, emphasizing its crucial role in improving Iraq's electrical supply and optimizing its electrical infrastructure.

Technological Advancements



At the Najaf power plant, the upgrade utilizes high-temperature exhaust gases from existing gas turbines as a heat source. These gases are channeled through heat recovery steam generators, producing high-pressure steam that drives a new steam turbine for additional electricity generation. This combined cycle process enhances output and efficiency without requiring additional fuel, leading to a reduction in thermal emissions.

Naseem Ayad, the Iraqi project manager at the Najaf plant, remarked, "The use of Chinese energy technology allows us to repurpose high-temperature exhaust, enhancing generation capacity while minimizing thermal pollution. This project marks a significant milestone in modernizing power plants in Iraq and reflects local aspirations for more reliable electricity and improved living conditions."

In Karbala, essential equipment such as heat recovery steam generators and air-cooled condensers have been successfully delivered. This phase represents one of the first combined cycle expansions in Iraq fully utilizing Chinese equipment and standards, further promoting the deployment of Chinese technology abroad.
