Xi Jinping's Vision for Modernizing Quality Productive Forces in China

In recent developments, Chinese President Xi Jinping has been actively engaging in initiatives aimed at enhancing the quality of productive forces in the country. His comprehensive approach involves field inspections and research aimed at understanding the advancements in various sectors, particularly technology and manufacturing. Notably, Xi has placed significant emphasis on the role of Artificial Intelligence (AI) in driving China's economic modernization.

During a session of the Central Politburo of the Communist Party of China (CPC) in April 2025, Xi stressed the urgent need to boost technological innovation and industrial development. He underscored the importance of establishing regulatory systems that can keep pace with the fast evolution of AI technologies. As part of this push, he initiated a hands-on inspection in Shanghai, where he visited the Shanghai Foundation Model Innovation Center, and remarked on the pivotal role of AI in realizing national modernization goals. Xi stated, “This AI initiative is part of our efforts to advance modernization, to make China strong, and to fulfill the great cause of national rejuvenation. The hope lies with each of us.”

In addition to AI, Xi has highlighted the significance of traditional industries. In January during a visit to the Bensteel Group in Liaoning province, he articulated the need for a robust steel industry as a cornerstone of the national economy. His focus on manufacturing was further illustrated during a visit to Luoyang Bearing in Henan province, where he asserted that modern manufacturing relies heavily on scientific and technological advancement. This journey through various industrial hubs demonstrates his commitment to nurturing a self-reliant manufacturing sector. Xi pointed out, “From our historical reliance on imports to becoming the world's largest manufacturer with the most complete industrial categories, we have taken the right path. To truly modernize China, we must continue to strengthen the manufacturing sector and master manufacturing technologies independently.”

Furthermore, during a visit to Yangquan Valve Co. Ltd. in Shanxi province, Xi reiterated that traditional industries should not be abandoned. Instead, he called for an emphasis on industrial transformation and upgrading through technological innovation. His approach reflects a balanced strategy where both emerging technologies and established industries are essential to the overarching goal of modernization.

Xi's vision, articulated through these various initiatives, is a comprehensive strategy combining technological progression with industrial robustness. The advances in AI and manufacturing technologies not only represent a response to global economic trends but also aim to ensure China’s position as a leader in the international arena. The President’s firm belief in the importance of a dual approach can usher in a new era that marries tradition with innovation, setting a foundation for sustained economic growth and stability in China.

In conclusion, President Xi Jinping's strategy for the development of quality productive forces reflects his unwavering resolve to not just adapt to rapid global changes but to also ensure that China remains at the forefront of technological and industrial advancement. A clear path forward is set, grounded in innovation, regulation, and revitalizing traditional sectors, paving the way for a resilient economy ready to face the challenges of tomorrow.
