Addressing Japan's Bus Driver Shortage through International Collaboration
In an unprecedented move for Japan, Will Group Co., Ltd has signed a Memorandum of Understanding (MOU) with PT Transportasi Jakarta, an Indonesian state-owned bus company, and PT BINAWAN INTI UTAMA, a local manpower service firm. This landmark agreement focuses on developing training programs for bus drivers, enhancing existing drivers' skills, and facilitating the overseas dispatch of drivers. The MOU was formalized on January 28, 2026.
Context Behind the MOU
Japan is currently grappling with a severe shortage of bus drivers. According to the Ministry of Land, Infrastructure, Transport and Tourism of Japan, the number of bus drivers, which was approximately 116,000 in 2021, is projected to drop to about 93,000 by 2030, resulting in a shortfall of around 36,000 drivers. This alarming decline is exacerbated by the aging workforce, as the average age of bus drivers hovers around 55 years, coupled with a high job vacancy ratio that significantly exceeds the national average.
With the introduction of a specific skills system in 2024, which included the transportation sector, the requirements for bus drivers remain stringent. Candidates must possess a certain level of Japanese proficiency, secure a large vehicle driver's license, and demonstrate advanced safe driving skills, leading to limited acceptance numbers.
Indonesia presents a unique opportunity due to its traffic environment, which mirrors Japan's, with right-hand driving and an extensive market of approximately 270 million people. Transjakarta, known for operating one of the world's most prominent Bus Rapid Transit (BRT) systems, offers a dedicated educational academy that provides systematic driving and safety training. This initiative aims to leverage experienced large bus drivers to ensure a sustainable solution to Japan's labor shortage without compromising public transportation safety standards.
Key Features of the Initiative
The MOU encompasses three primary undertakings:
1.
Target Participants: The initiative aims to recruit drivers from three categories within Indonesia:
- Current bus drivers
- Students from Transjakarta Academy
- Newly recruited candidates who passed the bus driving tests conducted by Transjakarta.
Transjakarta's unique structure, including its dedicated academy, serves as a significant asset, allowing for the adoption of qualified and experienced drivers through rigorous testing.
2.
Custom Japanese Language Program: Starting February 2026, a collaborative effort between PT BINAWAN and Transjakarta Academy will introduce a specialized Japanese language training program for 20 individuals. The curriculum, designed by the collaboration of Transjakarta, PT BINAWAN, and Will Group, aims for students to reach N3 proficiency within approximately 600 to 800 hours of concentrated study. Participants will complete their training and immigration processes within a 9 to 12 month timeline, aimed at preparing them for work in Japan.
3.
Exclusive Supply Agreement: In a groundbreaking arrangement, the MOU establishes an exclusive contract, making Will Group the first of its kind in Japan to provide structured support for the influx of drivers. Key services include introducing bus operating companies in Japan, assisting with Japanese language proficiency tests, supporting large vehicle license acquisition, and providing post-arrival living assistance. This one-stop support service aims to facilitate a seamless transition for Indonesian drivers joining the Japanese workforce.
Comments from Partners
PT Transportasi Jakarta (Transjakarta): Mayangsari Dian, Director of Human Resources, highlighted the MOU's goal of expanding opportunities for drivers to train and work in Japan, thereby enhancing operational capabilities and service quality aligned with global standards. This initiative not only contributes to skill development but also strengthens the ties between Indonesia and Japan.
PT BINAWAN INTI UTAMA: President Director Said Alwaini expressed pride in being part of this historic collaboration, focusing on cultivating disciplined Indonesian bus drivers capable of adapting to the Japanese work environment. Through this MOU, they hope to offer new opportunities and contribute to the sustainable development of public transport in Japan.
Will Group Co., Ltd: Kazuto Aikawa, head of Global Management Services, expressed honor in initiating this project alongside Transjakarta and PT BINAWAN, emphasizing that securing skilled drivers from Indonesia can significantly alleviate Japan's labor shortages while enhancing safety standards in public transport. This partnership aspires to evolve into a new model of personnel exchange that bridges Japan and Indonesia.
Future Prospects
This initiative aims not merely to address immediate labor shortages but to present a long-term solution for sustaining public transport infrastructure. The plan includes gradual onboarding of drivers while refining the educational program, with aspirations of establishing a large-scale dispatch system that encompasses annual recruitment of hundreds of drivers. The long-term vision encompasses strengthening collaborations with regional authorities and transport providers, ensuring consistent availability of professionals to uphold essential transportation services for local communities.
