Notably, high-level talents, both domestic and international, participating in the "joint nomination of university and localities" initiative will receive a five-year salary subsidy equating to 30% of their annual salary.

Innovative Funding Programs

To accurately channel resources towards innovation and entrepreneurship, the newly introduced "use first, pay later" concept validation program allows allocations of up to 5 million RMB per project for concept validation and the maturation of pilot initiatives. Innovative projects receive extra backing through a "subsidy plus participation" model, offering a standout flagship project as much as 30 million RMB in funding.

Companies led by talents obtaining scientific and technological subsidies from provincial or higher levels can receive matching funds of up to 20 million RMB, while those listed as national breakthrough technology projects may access additional funding of up to 10 million RMB per initiative. Each year, district funds are committed to no less than 150 projects, each benefitting from an average of at least 5 million RMB.
