Nanjing Jiangbei's Call for Global Talent



On September 20, an influential event unfolded on the banks of the Yangtze River in Nanjing, as Nobel Prize winners, academicians, young scientists, and emerging R&D professionals convened to foster scientific and industrial innovation. During this gathering, the Nanjing Jiangbei New Area formally presented its ambitious initiative titled "20 Measures for Youthful Development and Talent Aggregation in the New Area," with the aim of drawing talent from across the globe.

Support for Top Scientists



Notably, leading scientists engaged in constructing major scientific facilities can access a combined support package of up to 100 million RMB. Meanwhile, top experts are eligible for funding of up to 30 million RMB aimed at advancing the industrial application of their research成果.

A provision has been made for significant innovation platforms to establish high-level or part-time roles, with each project supporting such positions potentially receiving up to 2 million RMB in assistance. Additionally, businesses hiring high-caliber talent may qualify for annual subsidies of up to 1 million RMB. Notably, high-level talents, both domestic and international, participating in the "joint nomination of university and localities" initiative will receive a five-year salary subsidy equating to 30% of their annual salary.

Innovative Funding Programs



To accurately channel resources towards innovation and entrepreneurship, the newly introduced "use first, pay later" concept validation program allows allocations of up to 5 million RMB per project for concept validation and the maturation of pilot initiatives. Innovative projects receive extra backing through a "subsidy plus participation" model, offering a standout flagship project as much as 30 million RMB in funding.

Companies led by talents obtaining scientific and technological subsidies from provincial or higher levels can receive matching funds of up to 20 million RMB, while those listed as national breakthrough technology projects may access additional funding of up to 10 million RMB per initiative. Each year, district funds are committed to no less than 150 projects, each benefitting from an average of at least 5 million RMB.

Beyond financial incentives, the policy also introduces strong measures to enhance the protection of talent rights, alongside their access to housing, medical care, and education. This multifaceted approach aims to cultivate a more attractive ecosystem for innovation and entrepreneurship, enabling talents across the Jiangbei New Area to focus wholeheartedly on innovation and collaborative development. As such, this initiative is set to not only attract a wealth of expertise but also enrich the local and global scientific landscape, making Nanjing a key player in scientific advancement.
