Addressing Local Employment Needs
In August, Palsystem Saitama, a cooperative society located in Warabi City, Saitama Prefecture, announced that a total of 49 employees have utilized its new delivery position system to choose their work locations. This region-specific hiring practice aims to improve the work-life balance of its staff by eliminating relocations due to personnel changes. The initiative is a response to the ongoing labor shortage in the delivery sector, and facilitates sustained employment for drivers by allowing them to select easily accessible locations based on their residential area.
Since the formal introduction of the delivery position system in the fiscal year 2021, Palsystem Saitama has seen its hiring numbers increase significantly each year. Initially, only 2 employees were hired under this system, but that figure grew to 12 in 2022, 16 in 2023, and another 16 anticipated for 2024. As of August this year, an additional 3 individuals have already joined, bringing the cumulative count to 49 hires. This steady increase not only contributes to stable employment but also plays a vital role in reducing employee turnover.
Strengthening Community Engagement
The reduction in turnover means that delivery personnel stay within the same communities, making them more attuned to changes or unusual occurrences in their neighborhoods. This consistency enhances the community monitoring infrastructure provided by Palsystem’s delivery services. Employees become familiar faces, aiding in the recognition of anomalies and ensuring that residents receive timely assistance if needed. For example, an employee named A, who utilized the delivery position system, noticed that products delivered to a particular customer were left unattended. Responding to the situation, A contacted the local support center through the delivery center to raise concerns. After attempts to reach the customer failed, A collaborated with the support center to alert the police, resulting in the discovery that the individual was incapacitated due to health issues. The customer was subsequently transported to the hospital for treatment—highlighting how local delivery staff can be instrumental in community care.
Career Development Opportunities
For employees who wish to advance their careers while remaining in regional roles, Palsystem Saitama has also implemented a promotion system, allowing transitions to general positions. The organization prioritizes employee preferences in recruitment; fresh graduates can choose between delivery and sales roles. This flexibility in employment structure aligns with Palsystem’s commitment to serving both their staff and the community effectively.
Looking Ahead
As Palsystem Saitama continues to promote employment that contributes to regional well-being, the organization aims to enhance the quality of life for its members and the community at large. Through innovative hiring practices and employee-centric policies, Palsystem Saitama remains steadfast in its goal to foster accessible and sustainable living within the local area. As 2025 marks the International Year of Cooperatives, this commitment not only enriches employee welfare but also strengthens societal ties, ensuring that both the cooperative and the communities it serves can thrive together.
