Recognition of Exceptional Community Development Leaders at the OFN Conference 42

Outstanding Leaders Recognized at OFN42

At the recently held 42nd annual Opportunity Finance Network (OFN) Conference in New Orleans, the spotlight shone brightly on two leading figures in community development finance. The event showcased the critical work being done by community development financial institutions (CDFIs) across the United States. The Latino Economic Development Center (LEDC), based in St. Paul, Minnesota, was honored with the Outstanding CDFI Award, highlighting its remarkable commitment to serving local communities. Additionally, Andrew Crosson, the CEO of Invest Appalachia, received the Rising Star Award for his innovative approaches in providing financial solutions to underserved Appalachian communities.

Celebrating Innovation and Commitment

The awards ceremony, part of the Opportunity Honors Award Ceremony and Reception, touched upon the tangible impacts of such institutions and their leaders. As Harold Pettigrew, President and CEO of OFN, stated, “LEDC and Andrew Crosson represent the very best of community development finance leaders who see what their communities need and act with urgency, imagination, and resolve.”

LEDC’s award was a testament to its pioneering efforts during challenging times. From late 2025 until early 2026, small businesses in the Minneapolis-St. Paul region grappled with substantial economic disruptions. In response to these urgent needs, LEDC launched the Emergency Business Relief Fund, successfully raising $1.2 million in just three weeks. This critical funding was instrumental in allowing small businesses to maintain operations and preserve jobs, underscoring LEDC’s role as a stabilizing force in its community.

Leadership Beyond Conventional Boundaries

Meanwhile, Andrew Crosson took on a formidable challenge when he became the founding CEO of Invest Appalachia. Entering the role without formal training in finance or investment, he brought a rich understanding of the unique needs and challenges faced by Appalachian communities. Under his stewardship, Invest Appalachia has made significant strides, deploying over $40.5 million in blended financing to support these underserved areas. Collaborating with various other CDFIs, Crosson has demonstrated how innovative financing methods can unlock new opportunities for economic growth. Moreover, his efforts have leveraged an impressive $86 million in repayable financing, illustrating the potential for investments in rural settings.

The Path Forward

These awards are not just celebrations; they are reminders of the vital work being done in the realm of community finance. Organizations like Opportunity Finance Network and its members play an integral role in promoting access to affordable, responsible financial products and services, especially for communities historically overlooked by mainstream financial institutions. Since its founding in 1986, OFN has facilitated the mobilization of more than $136 billion in cumulative financing, aiding in the creation and maintenance of nearly 3.8 million jobs and supporting a myriad of community development projects.

With accolades for leadership and commitment on this scale, the future of community development finance appears promising. As community leaders like those from LEDC and Invest Appalachia continue to rise to the occasion, we can expect to see ongoing advancements in the support for local economies, paving the way for sustainable growth and resilience in the face of adversity.

Looking beyond financial metrics, the heartfelt work of these individuals and organizations exemplifies how collective action, guided by strong leadership, can lead to transformational change within communities. In the wake of challenges faced, it is through the lens of innovation and determination that new opportunities will arise, ensuring that future generations benefit from a stable and thriving economic landscape.
