Luup Launches Safety Campaign Amid Upcoming Bicycle Traffic Law Changes

Luup's Initiative to Enhance Bicycle Safety Awareness

As of April 1, 2026, a new traffic violation system known as the "blue ticket" will come into play for bicycles in Japan. In response to this, Luup, a company focused on micro-mobility solutions, has proactively taken steps to elevate the community's understanding and adherence to traffic regulations. This campaign closely collaborates with the Shibuya Future Design Association and is supported by regional governing bodies as part of the "Shibuya Safe Ride Project."

Background of Luup's Mission

Founded in 2018, Luup has set a mission to transform urban landscapes into seamless transportation hubs. The company operates an extensive micro-mobility service nationwide, offering electric assist bicycles and scooters, thus aiming to improve first and last-mile connectivity and enabling smoother movement within urban environments.

With the implementation of the revised Road Traffic Act in 2026, bicycle riders aged 16 and older will be subject to 113 different violations under this new blue ticket system. While bicycles are easily accessible and convenient, opportunities to learn traffic rules systematically are scarce. To tackle this issue, Luup has launched various initiatives aimed at raising traffic law compliance awareness across society, including educational content for learning about bicycle traffic regulations.

Safety Workshops for the Community

To deepen the understanding of proper traffic rules for bicycles, Luup hosted a safety workshop designed for community engagement. This event featured talks from police officials, test ride opportunities on electric assist bicycles, and lectures on essential safety riding points, such as hazard prediction and preventing distracted riding. Participants also had access to interactive learning content via tablets to enhance their grasp of bicycle traffic rules.

  • - Date and Time: April 5 (Sunday), 10 AM - 3 PM
  • - Location: Shibuya City Hall Front Square - Civil Garden
  • - Hosts: Luup and the Shibuya Future Design Association
  • - Supporters: Shibuya Ward, Shibuya Police Station, and various local organizations

Activities included:

  • - Experiences with educational content about bicycle regulations

Helmet Rental for Riders

On April 1, Luup also offered complimentary helmet rentals at specific locations where their electric assist bicycles are stationed. Staff members provided face-to-face services to equip riders with custom-designed helmets.

  • - Rental Timing: April 1 (Wednesday), 9 AM - 12 PM
  • - Rental Station: Shibuya 2.22

Street Patrols for Safety

To enhance safety in bustling areas, Luup deployed security personnel to monitor and address any identified infractions during the safety campaign period.
  • - Implementation Date: April 5, 2026
  • - Location: Around Shibuya Station

Demonstration Rides

From April 9 to 15, Luup organized demonstration rides in the Shibuya area to showcase the safe use of electric assist bicycles, ensuring that users clearly understand how to navigate urban traffic effectively.

Awareness Advertising

In support of the blue ticket system for bicycles, Luup launched awareness advertisements across key locations, including:
  • - Shibuya Charter billboard (April 9 - 15)
  • - Signage at MIYASHITA PARK (April 1 - 15)
  • - Port signboards at LUUP stations (April 1 - 30)

Conclusion

Through these initiatives, Luup aims to foster a culture of safety and adherence to traffic rules among cyclists, contributing to a more secure environment for all road users. For more information about Luup's services and future initiatives, visit their website.
