Changes to Health Insurance Cards in Japan



As of December 2, 2025, the traditional health insurance card in Japan will be fully abolished. This significant change means that the current health insurance cards will no longer be valid, affecting millions of individuals across the country. In preparation for this monumental shift, the government has already ceased the issuance of new health insurance cards since December 2, 2024. Instead, residents must transition to the My Number Card or a new Qualification Certificate, which is represented by a yellow card.

Important Considerations for Individuals


It's critical for those employed or experiencing a change of address to ensure they receive their Qualification Certificate. Without it, accessing health care services (medical treatments and consultations covered by insurance) will be impossible. Notably, there may be cases where individuals do not receive their new documentation following a change in employment or residence. In such instances, it becomes essential to confirm with your employer or local government to avoid potential gaps in coverage.

Additionally, older health insurance cards need to be properly disposed of based on the timing of one’s employment termination. Depending on the circumstances, individuals might have to return their old card or dispose of it themselves. Moreover, there may be medical institutions that are not yet compatible with the My Number Card; for these cases, patients should carry a printed Qualification Information Notification alongside their My Number Card for verification purposes.
