Water Leaders Advocate for Key Policy Priorities During AWWA Fly-In Event

On April 8, 2025, over 195 water professionals from across the United States assembled in Washington, D.C. for the American Water Works Association's (AWWA) Water Matters Fly-In. This two-day event serves as a platform for delegates to discuss pressing water issues with congressional representatives and their staff, focusing on four key national priorities: Infrastructure Funding, PFAS Liability Protection, Cybersecurity, and Affordability.

Infrastructure Funding

A core agenda topic involves the urgent need for comprehensive funding for essential water infrastructure. The AWWA advocates for fully funding the Drinking Water and Clean Water State Revolving Funds (SRFs) alongside the Water Infrastructure Finance and Innovation Act. Furthermore, they seek to eliminate the diversion of SRF funds towards congressional earmarks—a practice that hinders local infrastructure development and maintenance.

PFAS Liability Protection

The issue of Per- and Polyfluoroalkyl Substances (PFAS) has become increasingly prominent in environmental discussions, particularly regarding accountability for contamination. AWWA supports the Water Systems PFAS Liability Act (H.R. 1267), which seeks to enforce that PFAS manufacturers and polluters are responsible for the cleanup of contaminated water sources rather than passing this burden onto local water systems. Ensuring responsible parties are held accountable is seen as crucial for protecting public health and local resources.

Cybersecurity

With the growing threat of cyberattacks, the AWWA is pushing for the Water Risk and Resilience Organization Establishment Act (H.R. 2594). This legislation is designed to secure a role for water professionals in shaping the minimum cybersecurity requirements for the water sector, acknowledging the vital role that secure infrastructure plays in community safety and resilience.

Affordability

Access to safe and affordable drinking water is a fundamental right. The AWWA is advocating for a permanent Low-Income Household Water Affordability Program within the Department of Health and Human Services. This initiative aims to provide sustained support to low-income households to help ensure their continued access to essential water services.

Collaboration for a Stronger Voice

In conjunction with Water Week, the AWWA collaborates with several esteemed water organizations, including the National Association of Clean Water Agencies, the Water Environment Federation, and others, to amplify their collective message during this National Water Policy Fly-In. Participants will have the opportunity to hear directly from senior federal agency officials and network with peers, fostering a united front in addressing ongoing and emerging challenges facing the water sector.
