On May 6, 2026, the Equal Rights Center (ERC) declared a significant partnership with 1214 Bladensburg LLC, aimed at ensuring greater accessibility for individuals with disabilities at the Bonsai Apartments, a residential building featuring 41 units in Washington, D.C. This agreement comes as a resolution to the ERC's previous allegations concerning violations of design and construction requirements that are essential for accommodating people with disabilities.

ERC Executive Director Kate Scott emphasized the necessity of adhering to accessibility standards in new multifamily housing developments. Scott stated, "Ensuring new multifamily buildings meet the basic accessible design and construction requirements is a priority for us because community members with disabilities have repeatedly highlighted an urgent need for accessible housing in the region. We're happy to make a dent in that need through this agreement with 1214 Bladensburg."

In accordance with the terms of the agreement, 1214 Bladensburg plans to engage an expert consultant tasked with conducting a thorough accessibility survey evaluating both the individual apartment units and shared areas within the Bonsai Apartments. The consultant will identify any deficiencies and propose the necessary corrections. The ERC will work closely with the property management to agree upon an action plan for remediating accessibility issues, particularly prioritizing retrofits or modifications that will benefit current residents with disabilities.

The agreement outlines additional commitments by 1214 Bladensburg, including:
  • - Collaboration with ERC to review and revise policies regarding accommodation requests made by tenants with disabilities.
  • - Training on compliance with accessible design and construction standards.
  • - Membership in the ERC's Multifamily Housing Resource Program (MHRP), which includes annual training on fair housing laws.
  • - A monetary settlement of $175,000, which covers damages, attorney fees, and compliance services.

ERC initiated an investigation into the Bonsai Apartments shortly after construction finished and the building was open for occupancy in 2024. Allegations presented by the ERC included the presence of hallways and doors too narrow for wheelchair accessibility, in addition to bathrooms that were inadequately sized for maneuverability, and an inaccessible rooftop deck.
