Orqa and Remote Robotic Systems Join Forces with $150 Million to Strengthen Canadian Drone Production and AI Technologies
In a significant move aimed at enhancing Canada's defense capabilities, Remote Robotic Systems (RRS) Inc. and Orqa d.o.o. have officially formed a $150 million partnership to ramp up production of drone systems and AI technologies within Canadian borders. Signed in Toronto in the presence of both Canada's Prime Minister Mark Carney and Croatia's Prime Minister Andrej Plenković, this agreement marks a historic milestone for Canada as the first non-European Union country to participate in the Security Action For Europe (SAFE) initiative.
The partnership, which includes an initial investment of CAD 20 million to expand RRS's production facilities, targets a significant scaling of operations that is expected to result in the manufacture of 10,000 drone systems monthly by the end of the agreement. Specifically, the collaboration aims to create approximately 100 new high-value jobs in major cities like Ottawa and Toronto by the fourth quarter of 2027.
Ivan Jelusic, Chief Commercial Officer of Orqa, expressed enthusiasm regarding the strategic framework laid out in this Memorandum of Understanding (MoU). He stated that it formalizes the cooperative efforts between RRS and Orqa to develop, manufacture, and commercialize advanced defense technologies. Key areas of focus for this collaboration include uncrewed systems, counter-drone capabilities, and the integration of artificial intelligence (AI).
As Canada's largest provider of drone technology, RRS has been supplying essential services for the Canadian armed forces and public safety agencies. The collaboration with Orqa is expected to enhance RRS's existing capabilities as well as extend their technological advancements in unmanned systems. Kevin Toderel, CEO of RRS, emphasized the aim of the partnership to not only bolster local production but also to establish Canada as a crucial player in the global defense supply chain.

Technology Transfer & Production Licensing: Orqa will provide the necessary technology transfer and production licensing that will enable RRS to manufacture various drone components locally. 2.
