Enhancing School Bus Safety: The Urgent Need for Active-Threat Training for Drivers

As October rolls around, attention once again turns to National School Bus Safety Week, scheduled this year from October 19–23. This observance provides an opportunity to focus on the paramount importance of safety for the hundreds of thousands of children who rely on school buses for transport to and from school. The START Institute is calling for immediate action to implement active-threat training for all school bus drivers as a crucial step toward safeguarding our children.

Recent events across the United States, including alarming incidents of violence and aggression directed at school bus drivers and children, have underscored the urgency for better preparedness in the field of school transportation. A case reported in Indianapolis highlighted how an armed individual forced her way onto a school bus during a confrontation, putting the lives of innocent children at risk. Such instances throw into stark relief the high-stakes environment in which bus drivers operate. Oftentimes, they are the only responsible adult present, charged with the monumental task of protecting a full busload of kids.

The START Institute acknowledges the phenomenal investment schools have made in violence prevention within classroom settings. However, school bus drivers frequently remain unequipped with specialized training to recognize and appropriately respond to potential threats. Every second counts when confronted with danger, and it becomes imperative to ensure that bus drivers are capable of handling unexpected situations.

Founded in 2015, the START Institute provides a unique program called School Transportation Active-Threat Response Training (S.T.A.R.T.™), which has already reached over 10,000 school bus professionals across 18 states. This training spans eight hours and combines vital classroom instruction with practical, hands-on scenarios, allowing drivers to become adept at assessing threats and determining the best course of action when time is of the essence. The core modules of the program include:

1. Duty to Protect / In Loco Parentis: Understanding the responsibility that comes with safeguarding children.
2. Threat Recognition and Awareness: Equipping drivers with knowledge to identify potential threats early.
3. Juvenile Behavioral Intelligence / Threat Assessment: Learning how to assess behaviors indicative of potential risks.
4. Conflict Resolution Through De-Escalation: Methods to defuse tense situations before they escalate.
5. Active Shooter / Active-Threat Response Options: Strategies for responding effectively to active shooter incidents or similar threats.

As National School Bus Safety Week approaches, the message is clear: it’s not enough to simply express gratitude for the hard work of school bus drivers. It is crucial that districts invest in high-quality training programs that will empower these drivers to recognize threats, respond effectively, and ensure both their safety and that of the children under their care.

A notable success story comes from Columbus City Schools, where over 600 drivers and aides have successfully completed the S.T.A.R.T.™ training. Feedback has been overwhelmingly positive, with many participants lauding the training's effectiveness.

Dale L. Dickson, Director of the Licking County Educational Service Center, remarked, “This training is nothing short of exceptional. I look forward to the day START training is mandated for every school bus driver in our state and nation.” This sentiment reflects a growing recognition among leaders and educators of the vital role that bus drivers play in the educational ecosystem, acting as the first and last points of interaction for many students each day.

Jim Levine, the founder and CEO of START Institute, emphasizes the importance of the school bus driver’s role: “They build relationships, earn trust, and carry an extraordinary responsibility. They deserve meaningful training and the resources to help protect the children entrusted to them.”

In conclusion, as we celebrate National School Bus Safety Week, let's not only thank our drivers for their dedication but also advocate for essential training to enhance their preparedness in the face of potential threats. By investing in the safety of our school bus drivers, we fortify the entire community, providing a safer environment for our children, schools, and families.
