Fourth Expert Meeting on Land Acquisition and Utilization

Background and Purpose of the Expert Meeting
In the past, land policy focused primarily on managing land supply and demand amidst urban expansion and preventing speculative transactions during the bubble economy. However, as Japan now faces a declining population and consequently reduced demand for land, the focus has shifted towards the proper utilization and management of land. There has been an increasing concern among the public regarding issues such as improper land usage and foreign land acquisition, highlighting the need for appropriate national land management.
Currently, there are systems in place, such as a notification system for large-scale land transactions, aimed at securing proper and reasonable land use. Yet, there is a necessity to evaluate whether the existing systems truly meet the public's information needs, and if that information is being effectively utilized to address emerging challenges. It is crucial that the expert meeting broadens its scope to consider these aspects comprehensively.
To address current issues in land acquisition and utilization, the MLIT established the expert meeting on March 27, 2023. This meeting will explore necessary response strategies, including potential system reforms and necessary adjustments in land policies.
