In a notable achievement, the United Water Conservation District (United Water) has been acknowledged by the Special District Leadership Foundation (SDLF) as a District of Distinction. This title places United Water among the elite special districts in California, underscoring its dedication to robust governance, fiscal responsibility, and public accountability.

Only a meager 2.14% of California's over 2,000 special districts have attained such a prestigious status, making United Water the sole district in Ventura County to hold this distinction. "This recognition belongs to the entire United Water team," remarked Mauricio Guardado, General Manager of United Water. "Our staff and Board consistently demonstrate professionalism and a strong sense of duty, and this honor is a testament to their collective commitment to serving the public with integrity and accountability."
Rigorous Evaluation Process
The accreditation process involved a stringent, independent review evaluating financial management and governance practices over a three-year span. According to Neil McCormick, Chief Executive Officer of the Special District Leadership Foundation, the SDLF evaluated United Water's operations to confirm that it employs sound fiscal policies, effective internal controls, and transparent operational practices that ensure responsible stewardship of public resources.
Standards of Excellence
To obtain the District of Distinction accreditation, United Water’s Board of Directors and executive team underwent essential training in public governance, ethics, and harassment prevention. Additionally, they showed full compliance with transparency standards enforced statewide. United Water makes public its financial audits, budgets, board meeting minutes, election protocols, and compensation reports, ensuring accountability and fueling informed public engagement.

In conjunction with its District of Distinction recognition, United Water participated in the California Special Districts Association District of Distinction Level Up Challenge, an initiative that honors agencies demonstrating a steadfast commitment to governance and continuous improvement.
