Southern Nevada's RTC Introduces New Safety Measures for Riders under SB290 Law

The Regional Transportation Commission of Southern Nevada (RTC) is at the forefront of enhancing safety within its public transit system following the recently passed Senate Bill 290 (SB290). This legislation grants RTC security officers the authority to remove individuals engaging in disruptive or unlawful behavior from RTC vehicles. Announced on October 1, 2025, this initiative aims to bolster the safety of the transit network and its riders, which operates 39 routes and handles over 55 million rides each year.

RTC's CEO, MJ Maynard-Carey, emphasized the importance of public safety: "The safety of the traveling public and our operators has always been a top priority. While violent incidents on our system are down, even one is one too many. With this new authority, security officers can intervene before situations escalate."

Senator Nguyen, who sponsored SB290, also expressed pride in the law's enactment, stating, "By empowering RTC security officers to deal with disruptive behavior, we're making public transit safer, more reliable, and welcoming for all users."

At the press event held at the Bonneville Transit Center, the RTC relaunched its "Everyday Safer" campaign, which aims to highlight ongoing initiatives designed to protect not only the riders but also the operators and employees of the transit system. The campaign includes new signage at transit stops and digital advertisements promoting a message of safety across the network.

To support these safety enhancements, several initiatives have been undertaken:
  • - A 25% increase in the number of contracted armed security officers.
  • - Introduction of high-visibility uniforms to deter potential disruptions.
  • - Implementation of real-time incident reporting through cellular technology and GPS tracking, which helps ensure prompt responses to incidents.
  • - Distribution of body cameras for all security officers, providing accountability and transparency.
  • - Development of small patrol quadrants to enhance localized coverage.
  • - Installation of bus dash cams and the upgrade of system-wide surveillance cameras to improve overall security monitoring.
  • - Creation of driver enclosures that protect transit operators from potential threats.

Moreover, RTC gained early recognition in 2024 as the first transit agency in the nation to deploy a GPS-based NanoPanic button system. This technology enables operators to signal for immediate assistance from security personnel, even when they are not aboard the bus. Additionally, the RTC has integrated ZeroEyes, an AI software solution, across its transit facilities. This cutting-edge technology can detect when a firearm is displayed in a threatening manner, providing an additional layer of security.

An essential aspect of these initiatives is the financial support received by RTC through the FEMATransit Security Grant Program, which awarded the agency more than $500,000 on September 26. These funds will facilitate upgrades to video surveillance systems and access control measures at key transit facilities, including the Bonneville Transit Center and its Annex as well as the Sunset Maintenance Facility, ensuring the RTC utilizes the latest technology in maintaining a safe environment for all.

Clark County Commissioner and RTC Board Member, Tick Segerblom, commented on the financial investments, stating, "These efforts showcase RTC's commitment to public safety. By blending advanced technology with proactive security steps, we ensure our passengers feel secure throughout the valley."

Joining the discussions was Jim Seebock, Henderson City Councilman and RTC Board Member and retired law enforcement officer, who remarked on the necessity of equipping security staff with the right resources to do their jobs effectively. "This legislation focuses on prevention, protection, and reinforcing the community's trust in public transit."
