A recent report published by GSMA Intelligence in collaboration with Huawei sheds light on the global digital literacy crisis. The research reveals that 38% of individuals remain offline despite being in areas with mobile broadband access. The report aims to unravel the complexities of digital exclusion, emphasizing the pressing issue of limited digital literacy skills among users.

The Impact of the Digital Divide



The study identifies a staggering 3.1 billion people who fall victim to this digital divide, driven largely by insufficient digital skills, low user confidence, and inadequate understanding of artificial intelligence. The report underlines a critical point: bridging this digital literacy gap could potentially add $3.5 trillion to global GDP by the year 2030, with a significant portion of this growth benefitting low- and middle-income countries.

Interestingly, global mobile broadband coverage has reached 96% of the population, yet many still lack the skills to leverage this technology effectively.

AI as a Double-Edged Sword



The report, presented during UNESCO's Digital Learning Week, elaborates on the dual role of artificial intelligence in accessibility. On one hand, AI can serve as a critical tool for those with limited literacy abilities—voice-activated assistants and multimedia apps can simplify information access without needing text input. This accessibility, however, comes with increased risks; users must learn to navigate data privacy concerns and identify potential frauds or deepfake threats.

Statistics from the World Bank indicate that proficiency in generative AI skills is currently the most coveted in the job market, with salary premiums of up to 36%—a figure that eclipses traditional AI competencies. Without targeted interventions to improve basic digital training, the rapid uptake of AI technologies risks exacerbating existing inequalities in areas with comprehensive network coverage.

Mobilizing Learning Initiatives



Digital inclusion initiatives typically focus on populations at greater risk of exclusion, such as rural communities, children in remote areas, the elderly, and women. The report highlights the importance of community-based delivery models, citing Huawei's Skills on Wheels initiative as a successful case. Through DigiTruck, solar-powered mobile classrooms provide hardware, rural connectivity, and hands-on training, including AI literacy, to regions lacking stable power supplies.

Since its inception in 2019, Skills on Wheels has trained over 130,000 individuals across 21 countries, indirectly benefiting a larger audience. Notably, a report from Kenya's Ministry of Information, Communications, and Digital Economy indicates that 79% of DigiTruck trainees go on to share their newly acquired digital skills with family and peers.

Policy Recommendations



The report makes a compelling case for policymakers to conceptualize AI literacy as a fundamental infrastructure component. It urges collaboration among telecom operators, tech providers, and lawmakers to focus on four key priorities:

1. Recognizing practical AI skills, online safety, and information verification as basic national qualifications.
2. Implementing multilingual voice and conversational interfaces across public services to minimize technical barriers.
3. Expanding mobile learning units through cross-sector partnerships to integrate operator connectivity, vendor technology, and local NGO networks.
4. Measuring success based on task completion and resilience to fraud, rather than the sheer number of trainees.

Tim Hatt from GSMA Intelligence emphasizes that digital literacy definitions must evolve beyond static thresholds. He argues for holistic approaches where connectivity, system design, and user confidence develop in tandem. To tap into this multitrillion-dollar opportunity, stakeholders must seamlessly integrate AI-based digital literacy into daily interactions through reliable community channels.

Gavin Allen, Huawei's editor, adds that mobile classrooms have proven invaluable in assisting marginalized populations to overcome physical and psychological barriers to technology use. Moving forward, Huawei plans to launch a new DigiTruck program in France this fall, targeting low-income communities with comprehensive digital skills training.
