Arkansas School Districts Unite for Innovative Instructional Outcomes-Based Contracts

Eight Arkansas School Districts Join Forces

In a groundbreaking initiative, eight school districts across Arkansas have teamed up with the Center for Outcomes Based Contracting and Forward Arkansas to advance outcomes-based contracts (OBCs) for instructional interventions. This partnership aims to significantly improve student educational outcomes beginning with the 2027-2028 school year.

Outcomes-based contracting is a novel approach that fosters collaborative partnerships between educational institutions and service providers. By focusing on clear, measurable objectives rather than merely the delivery of services, OBCs ensure that at least 40% of a contract's value is tied to specific educational outcomes. This has been shown to create stronger relationships between schools and their service providers, ultimately enhancing the educational landscape.

Brittany Miller, the executive director of the Center, expressed enthusiasm for Arkansas's leading role in this initiative, stating, “Arkansas has been a trailblazer in outcomes-based contracting, showcasing how states can effectively align investments with meaningful student results.”

Participating Districts and Their Goals

The districts forming this innovative cohort include:
  • - Camden Fairview School District
  • - Jonesboro School District
  • - Delta Preparatory Schools
  • - Norfork School District
  • - Glen Rose School District
  • - Palestine-Wheatley School District
  • - Harrison School District
  • - West Fork School District

Each district will assemble a leadership team comprising three to five members. They will engage in expert coaching, receive implementation tools, support for evaluation, and opportunities to collaborate with peers—all at no expense. Workshops, site visits, and statewide gatherings will also be part of this comprehensive training package aimed at refining and enacting these contracts.

The initial workshops kicked off at the Forward's OBC Fall 2026 Institute hosted at the Clinton School of Public Service in Little Rock, marking the starting point for these districts' commitments to the OBC model. The cohort builds on Arkansas's previous engagement with OBCs; during the 2025-2026 school year, five other districts successfully implemented eight OBCs with impressive results that saw 92% of contracted outcomes being met.

Notably, the Arkansas Department of Education has also started prioritizing districts utilizing these innovative contracts in its grant awards for high-impact tutoring for the upcoming 2026-27 school year, further exemplifying the state's commitment to enhancing educational outcomes through strategic investments.

The Broader Impact

Edie Stewart, CEO of Forward Arkansas, stated, “Outcomes-based contracting helps ensure districts' investments directly support real progress for our students.” The clear alignment of educational funding with measurable outcomes marks a pivotal shift towards accountability in education, promising to transform partnerships between educational entities and service providers.

The Center for Outcomes Based Contracting, a nonprofit focused on pioneering OBC practices in K–12 education, operates under the mission of reinforcing the link between significant educational investments and tangible student achievement. By offering technical assistance and practical resources, the Center supports the nationwide implementation of high-quality OBCs, solidifying shared responsibilities for student results.

Alongside this, Forward Arkansas, established in 2015, works to improve the state's education system from Pre-K to 12 by fostering effective teaching and leadership practices. This partnership represents a significant step in ensuring students in Arkansas receive more effective instruction, ultimately preparing them for successful futures.

In summary, this collaboration signifies a hopeful shift in educational strategy in Arkansas, as these eight districts embark on the journey to implement outcomes-based contracts that promise to align educational methods with measurable success, shifting the landscape of K-12 education towards a future of accountability and enhanced student achievement.
