3rd GTI Forum on Digital Intelligence

On September 8th, 2026, Hong Kong hosted the 3rd GTI Forum on Digital Intelligence, marking an important milestone in fostering global collaboration and inclusive development in the field of artificial intelligence (AI). With the theme of "Openness, Sharing, Cooperation - Advancing AI Development", this forum brought together key stakeholders from various sectors to discuss the future of AI technology.

Gao Tongqing, the president of GTI, opened the forum by emphasizing the importance of strengthening global cooperation in AI. He stated that GTI aims to enhance open communication and develop a consensus on priority areas for AI development. By working closely with international organizations, regulators, universities, and research institutions, GTI is promoting collaboration that bridges domains and regions. This effort is pivotal for fostering a deep integration of industry, academia, and research worldwide.

One of the key initiatives introduced at the forum was the Integrated Mobile Intelligence (MI³) Index, which seeks to provide insights into development challenges and reduce the gap in digital intelligence. GTI also released a white paper on Mobile AI and the AI Security Governance Initiative, advocating for a safe, reliable, inclusive, and accessible AI development.

As AI continues to evolve at a rapid pace, three foundational pillars have emerged that are critical for its progression: technological innovation, industrial applications, and governance practices. To address the challenges ahead, GTI outlined three key proposals:

1. Promoting Technological Innovation: GTI will mobilize global innovation forces from industry, academia, and research. By leveraging open laboratories and testing platforms, they will engage in international R&D collaborations and global innovation challenges to overcome technical obstacles.

2. Expanding Application Scenarios: Using a demand-driven approach, GTI will target high-value application scenarios across various sectors, advocating for the deep integration of AI into fields such as healthcare, transportation, education, and energy. This initiative aims to strengthen essential connections in research and development, design, and manufacturing.

3. Governance for Social Good: GTI will push for responsible AI governance, focusing on international dialogue and cooperation in standards and safety measures.

Li Huidi, Executive Vice President of China Mobile and a key founding member of GTI, echoed the sentiments expressed at the forum, highlighting that AI technology is transitioning from isolated tools to general-purpose capabilities—a shift that promises to transform productivity and social governance. The connection landscape is evolving from human-machine-object interactions to agent interoperability, necessitating resilient AI powers integrated with communication networks to serve societal needs better.

China Mobile committed to leveraging GTI's open cooperation platform to explore advancements in AI technology, applications, and governance pathways with stakeholders worldwide. Li Huidi presented three additional proposals:

1. Strengthening Fundamental Digital Capabilities: Collaborating on critical technologies such as large-scale models and integrated cloud, network, and computing to build a secure, interconnected AI infrastructure.

2. Co-creating Intelligent Application Scenarios: Enhancing efforts in various sectors to develop more reference applications, utilizing Hong Kong’s unique position as an international gateway for broader AI service coverage.

3. Fostering a Global Open Ecosystem: Encouraging collaboration across industry, academia, and research to create cross-border cooperation platforms in AI and exploring standards for data flow, algorithm security, and governance of AI agents.

The forum also featured two subforums on Intelligent Transport and Mobile AI, bringing together over 20 experts and executives from transport, low-altitude economy, and AI sectors to explore integrated development practices and promote the expansion of the "AI+" paradigm. These discussions are crucial for driving the transformation and modernization across industries, emphasizing that together, we can leverage the power of AI for inclusive growth.

The insights and collaborations forged at this forum are expected to have lasting impacts on how AI technologies are developed and integrated into global frameworks, paving the way for a future where technology contributes to the betterment of all sectors of society.
