Totaro has also been instrumental in various organizations, serving as the founder and chairman emeritus of the Partnership for Medicaid Home-based Care (PMHC). His influence extends to his roles as chairman of the Hospice Action Network (HAN) and as a founding board member of the National Alliance for Care at Home. His esteemed career has enabled him to contribute to significant policy discussions as a board member at the National Hospice and Palliative Care Organization (NHPCO) and the Partnership for Quality Home Healthcare (PQHH).
