Prior to joining Liberty Partners, he held the significant role of Chief Government Affairs Officer at BAYADA Home Health Care. During his tenure there, he successfully led an expansive legislative and regulatory advocacy program, creating impactful networks such as Hearts for Home Care, Inc., which features over 13,500 advocates dedicated to improving home care services across the nation.

Totaro has also been instrumental in various organizations, serving as the founder and chairman emeritus of the Partnership for Medicaid Home-based Care (PMHC). His influence extends to his roles as chairman of the Hospice Action Network (HAN) and as a founding board member of the National Alliance for Care at Home. His esteemed career has enabled him to contribute to significant policy discussions as a board member at the National Hospice and Palliative Care Organization (NHPCO) and the Partnership for Quality Home Healthcare (PQHH). Additionally, he made impactful contributions to the Home Care Association of America (HCAOA) and is recognized for his leadership at the Pennsylvania Foundation for Home Care and Hospice.

David holds an M.B.A. from the prestigious Wharton School at the University of Pennsylvania.
