Human Care Takes Over Operations of Fussa's Community Support Center
Human Care, a non-profit organization based in Fussa City, Tokyo, has recently been awarded the contract to operate the Kagayaki Community Support Center. This initiative will start in April 2026 and aims to create a thriving support hub for community activities.
The Kagayaki Center is designed to serve as a focal point for various community entities, such as NGOs, volunteer groups, businesses, and educational institutions. The goal of the center is to enhance proactive community engagement among citizens.
Background and Objectives
In recent years, several challenges have become apparent in the local community:
- - A shortage of individuals engaging in citizen activities, largely due to an aging population.
- - Insufficient opportunities for participation for residents of foreign origins.
- - Disjointed support efforts due to poor collaboration among supporting institutions, leading to isolated initiatives.
- - Weakening social connections among community members.
With a track record in elderly welfare, community support activities, and free school operations, Human Care aims to address these issues by establishing a new model for community activity support tailored to the characteristics of Fussa City. The organization upholds the principle that “everyone has a role and can live actively within their community.”
Key Initiatives
To fulfill its mission, the Kagayaki Community Support Center will implement various initiatives:
1.

- Advising on forming NGOs and citizen organizations
- Assistance with activity planning and fundraising through grants
- Hosting workshops and training sessions aimed at enhancing operational capabilities
2.

3.

- Promoting practical research in collaboration with universities and research institutions
- Developing projects aimed at solving community issues
4.

- Promoting participation through visible results
- Developing a digital platform to facilitate information sharing
Future Vision
Human Care aims to redefine the center not merely as a “support facility,” but as a “community hub where people connect and new value emerges.” The organization is focused on the following goals:
- - Increasing participation in citizen activities
- - Mitigating isolation within the community
- - Promoting engagement of youth and multicultural individuals
- - Establishing a sustainable ecosystem for citizen activities
Additionally, leveraging Fussa City’s distinct multicultural characteristics, Human Care aspires to create a model case that can be shared nationally.
