A New Collaborative Agreement for Child Development
On December 23, 2025, the
Doronko Association, based in Shibuya, Tokyo, and
Kamiyama City, Yamagata Prefecture, officially signed a partnership agreement aimed at nurturing children's 'human power' through inclusive childcare practices. This agreement signifies a major step toward enhancing the welfare and development of all children in the community, regardless of their abilities or health conditions.
The Essence of the Partnership
The collaboration seeks to establish an inclusive childcare framework, ensuring that every child can grow together within the local community. This initiative resonates with the childcare philosophy of the Doronko Association: 'We nurture human capabilities.' The folks behind this agreement celebrated their shared vision and commitment to supporting children’s best interests.
During the signing ceremony, key participants included Doronko Association’s President,
Mana An 永, and Kamiyama City Mayor,
Yukiyasu Yamamoto, along with local government officials. Mayor Yamamoto shared his observations from visiting Doronko's facilities, noting how the children’s eyes sparkled with joy and confidence, highlighting the true essence of childcare that Doronko exemplifies.
An 永 emphasized the need for ongoing efforts and collaboration, stating, 'Despite the challenges we face daily while striving for integrated childcare and developmental support, we believe that direct contact with our practices will provide invaluable insights for the people of Kamiyama City.'
Tackling Modern Challenges in Childcare
In light of declining birth rates and diversifying childcare needs, the importance of inclusive childcare is paramount. This model supports not just children with disabilities but encompasses all children who require care and special attention, fostering an environment of shared growth. However, local governments often face limitations in resources, systems, and staffing, necessitating innovative collaborations with private entities.
The partnership between Doronko and Kamiyama City will leverage the knowledge and experience Doronko has accumulated across Tokyo and Kyushu to develop an inclusive childcare model that can be replicated nationwide. This agreement signifies a pioneering move in Tochigi, with both partners demonstrating commitment to a shared mission.
Innovative Human Resource Development
One of the core components of this agreement is a hands-on training program. Starting from April 2026, childcare workers employed in Kamiyama’s public nurseries will engage in practical training at Doronko’s fully integrated facilities, which combine childcare and developmental support. This initiative not only allows public staff to gain direct insights and experiences but also strengthens the working relationships within the field of childcare.
Sharing the wealth of expertise developed through Doronko's longstanding commitment to inclusive childcare, this collaborative educational effort seeks to enhance the overall quality of childcare in Kamiyama City, setting a benchmark for other regions.
Aiming for a Cohesive Society
The collaborative approach to nurturing diverse children underscores the importance of inclusivity in all aspects of society. This initiative emphasizes the belief that every child, irrespective of their circumstances, should have an opportunity to grow and thrive together. Doronko Association and Kamiyama City aspire to create a society where children cultivate their 'human power' in a safe and enriching environment, fostering connections throughout the community.
As they move forward, Doronko aims to strengthen collaborations with like-minded municipalities and organizations nationwide, providing tailored support systems that address local challenges and enhance the landscape of inclusive childcare across Japan.
