Exploring Innovative DX Initiatives in Tokyo's Government with Startup Collaboration

Transforming Public Administration through Digital Innovation

On July 14, 2025, Tokyo will host the highly anticipated event "Startup × Administration Meet UP! 2025," set to showcase collaborative projects that aim to address pressing issues within the metropolitan governance framework. One of the key participants is CBCore, participating under the auspices of a public solicitation initiative that seeks to solve challenges faced by the Tokyo Metropolitan Government. This event, organized by the Tokyo Metropolitan Government, focuses on fostering collaboration between startups and administrative bodies to expedite public sector transformation through shared innovation.

The collaborative project spotlighted at the event is the "Field Dialogue Startup Collaboration Project" — accepted for the 2024 fiscal year. It aims to build an innovative communication infrastructure that connects child consultation centers and child welfare facilities. The thematic focus is on improving information sharing and matching processes for child admission, inspired by the objectives set by the Tokyo Metropolitan Bureau of Social Welfare.

Cloud-Based Matching Tools for Child Welfare

One of the standout innovations featured in this collaboration is a cloud-based tool aimed at enhancing visibility into available placements and admission decisions across various child welfare facilities. Utilizing the Kintone platform by Cybozu, this solution has streamlined the process by presenting real-time vacancy statuses and possible matches tailored to the child's needs based on their area and age. The tool significantly reduces traditional communication methods such as phone calls and faxes, allowing for more efficient online collaboration.

In the 2024 fiscal year, the project aimed to integrate the functionalities of three organizations: the Welfare Bureau, child consultation centers, and child welfare facilities. The move from an arduous 11-step process to just 5 steps demonstrates the power of digital tools in expediting workflows and improving service delivery.

The First Customer Alliance

The Tokyo Metropolitan Government's First Customer Alliance program is integral to promoting startup growth through public procurement opportunities. This initiative, in accordance with the Startup Strategy 'Global Innovation with STARTUPS,' seeks to position Tokyo as a hub for startup-friendly policies, accelerating the approval process for promising products and services. The alliance not only enhances collaborative efforts among local governments but also builds a framework for cataloging and sharing startup insights across jurisdictions, further fostering a community of innovation.

Introducing CloudBalance Core

Additionally, the event will highlight "CloudBalance Core," a specialized vertical SaaS product developed on Kintone to serve various industries. This service has already demonstrated its reliability in enhancing inter-organizational communication and information sharing, particularly in complex environments. The results of the collaboration with the Tokyo Welfare Bureau underscored the product's utility in streamlining workflows and improving overall operational efficiency.

The mission of CBCore is grounded in leveraging technology to create work environments that reflect human values and individuality. The organization thrives on a culture of support rather than criticism, essential for fostering innovation and creativity in the workplace. By ensuring high productivity levels, CBCore aims to cultivate an environment that respects and nurtures each individual's uniqueness, promising a better quality of life for all residents through improved public services.
