Promoting Professional Talent Utilization in Regional Areas



Persol Career Inc., based in Minato, Tokyo, has recently been awarded a contract by the Cabinet Office for the "Promotion of Professional Talent Utilization in Regional Areas" initiative. This project aims to enhance the understanding of utilizing side job and concurrent employment professionals within local businesses. Seminars tailored for regional business owners will be held across six regions nationwide, with the inaugural seminar scheduled for August 6, 2026, in Saitama Prefecture.

Cabinet Office’s Initiative on Professional Talent



The Cabinet Office promotes local revitalization, underscoring the notion that the strength of regions directly correlates with the vitality of Japan as a whole. As a core measure of its regional revitalization strategy, the "Professional Talent Project" plays a crucial role in addressing the management challenges faced by local enterprises. Established professional talent strategy hubs in each prefecture support matching between urban specialized talents and local businesses. To date, the initiative has facilitated over 39,466 matches, significantly contributing to the resolution of productivity enhancement, market expansion, and new business development challenges among regional enterprises.

Despite these successes, many local companies have yet to embrace the concept of utilizing professional talent, including those engaged in side jobs and concurrent employment. There is a pressing need to promote understanding of the effectiveness and various methods of utilizing such talent to achieve "proactive management" in regional enterprises.

Overview of the Professional Talent Promotion Project



In collaboration with professional talent strategy hubs and financial institutions across the country, Persol Career has previously supported matching local businesses with professional talent. They also engage in disseminating information through seminars aimed at increasing the utilization of professional talent.

Under this new initiative, Persol Career will manage and operate seminars in six regions nationwide to facilitate a better understanding of how to effectively utilize professional talent. Each seminar will feature keynote speeches, case studies of businesses successfully utilizing professional talent, and opportunities for individual consultations. This will enable participant companies to take concrete steps towards effective utilization.
