Construction Begins on Heritage Park Apartments
In a significant step towards alleviating housing shortages, Linc Housing, in collaboration with W&J Investments, has officially broken ground on the Heritage Park Apartments in the Town of Windsor, Sonoma County. This essential project will create a community of 33 affordable and supportive homes dedicated to veterans who have faced homelessness, veteran families, and low-income working families who earn between 30% to 80% of the area median income. Located conveniently at 8685 Old Redwood Highway, the Heritage Park Apartments aim to foster a sense of stability and belonging within the local community.
Currently, over 55% of renters in Windsor are burdened by housing costs, spending more than 30% of their income on rent, which highlights the critical need for more affordable housing options. As stated by Windsor Mayor Rosa Reynoza, "This is an incredibly impactful project. It's important to not only provide housing but also offer the support and services that can help people thrive in the long term. Having wraparound services will make a difference to the individuals and families residing here."
The new development will feature a three-story building containing various housing options: 4 one-bedroom units, 16 two-bedroom units, and 13 three-bedroom units, designed to accommodate families of different sizes. Among these, ten units are specifically allocated for veterans experiencing homelessness, supported by Veterans Affairs Supportive Housing (VASH) vouchers from the City of Santa Rosa Housing Authority. Additionally, eight units will be subsidized through project-based vouchers from the Sonoma County Housing Authority. The residents of these 18 units will benefit from comprehensive onsite support, which includes mental health services, employment assistance, financial management training, and connections to various community resources.

Heritage Park is also designed to promote social interaction and enhance the residents’ quality of life by incorporating community spaces such as landscaped outdoor areas, play areas for children, and a multi-purpose room for resident events. Other amenities will include a computer lab, bicycle storage, a community garden, and access to public transportation, shopping, and essential services—all part of the vision for a well-rounded living environment.
