Flect, a leading cloud integrator based in Minato, Tokyo, has recently secured a significant contract from Japan's Ministry of Economy, Trade, and Industry (METI) for the design, construction, and operation of a budget management system data integration platform for the fiscal year 2025. Background of the Project
Over the past years, METI has successfully built and operated a centralized management database for staff information and an attendance management system on the Salesforce platform. This initiative aims to streamline processes as part of Japan's broader
Digital Government Implementation Plan, which seeks to accelerate the shift towards electronic payments and improved budget-related operations.
Starting from FY2024, METI plans to leverage information registered in its personnel database to establish a new budget management system also based on Salesforce, thus streamlining the execution of budgets. Traditionally, the integration of the budget management system with other accounting-related systems was conducted on the METI's foundational information systems. However, a transition to the Government Common Cloud Service, known as
Government Solution Service (GSS), is planned, leading to the eventual discontinuation of these legacy systems. This necessitates the creation of a new data integration platform that can replace the existing functionality.

In this project, Flect will design and construct a robust data integration platform for the budget management system on the government cloud. The company will also reorganize the existing integration framework to ensure high availability and reliability of the new system.
