Tosu City has secured the top position for five consecutive years. Following closely are

Why Tosu City Ranks Highest
Tosu City, located in the eastern part of Saga and bordering Fukuoka Prefecture, is popular for its accessibility to the Fukuoka metropolitan area. The city is a transportation hub in Kyushu, hosting the headquarters and factories of major corporations. Residents enjoy a variety of shopping facilities, including the Tosu Premium Outlets. Notably, Tosu City received high scores across factors such as 'convenience of living,' 'transportation accessibility,' 'friendliness,' and 'disaster prevention.'
Kiyama Town Enters the Top Three
Kiyama Town benefits from its proximity to Fukuoka and excellent transportation options, with express trains from Kiyama Station to Hakata Station taking as little as 22 minutes. The town scored highest in 'quietness and safety,' and performed exceptionally well in 'transportation accessibility,' 'friendliness,' and 'disaster prevention,' achieving second place in those categories.

2025 Desired City Rankings,
Fukuoka City continues to uphold its reputation by clinching the top spot for five years in a row.
Saga City and the
Tokyo 23 wards follow as the second and third most desired locations, both maintaining their ranking for the second consecutive year. Notably, Tosu City ranks fourth in this category, and Kurume City comes in fifth.
Community Satisfaction Reflected in Survey Results
According to the survey data,
70.6% of participants expressed contentment with their current city, with
19.7% indicating a desire to continue living where they are now. Meanwhile,
50.9% reported having no particular preference for a new city.
Key Rankings and Factors Analyzed
The rankings are based on factors like safety, cost of living, and disaster prevention. For instance,
Arita Town in Nishimatsuura District ranked second for 'quietness and safety,' while
Kamimine Town in Miyaki District stood out for having the lowest living costs.
Survey Methodology
This extensive survey was conducted online through Macro Mill’s registered monitor, targeting Saga residents aged 20 and above between 2021 and 2025, resulting in a total of
4,623 responses. Among these respondents,
56% were female, and
39.6% were unmarried.
The survey period spanned from
February 21, 2025, to March 10, 2025, and included responses from previous years to ensure a robust data collection.
