How China Promotes Civilization Dialogue and Mutual Learning Globally

Establishing Dialogues: China's Approach to Cultural Integration

In light of the recent Ministerial Meeting on Global Civilization Dialogue held in Beijing on July 10 and 11, China’s Global Civilization Initiative showcases its commitment to fostering understanding and collaboration among different civilizations. This event garnered significant attention as it coincided with the inaugural International Day of Dialogue Between Civilizations on June 10, which was recognized by the United Nations.

During the meeting, President Xi Jinping emphasized the growing need for civilizations to bridge their differences through dialogue and learn from one another amidst increasing global uncertainties. He articulated that such exchanges are essential for nurturing a more inclusive and supportive international community. This two-day event brought together over 600 participants from 140 countries and regions, highlighting the global recognition of the importance of cultural dialogue.

The Genesis of China's Global Civilization Initiative (GCI)

Launched in 2023, the GCI is a continuation of China's previous initiatives aimed at global development and security. Following the Global Development Initiative (2021) and the Global Security Initiative (2022), the GCI represents a strategic approach to encourage dialogue among civilizations. This initiative aims to promote cultural exchanges that elevate mutual respect and understanding across various communities worldwide.

With a vision of a world where civilizations engage in dialogue rather than confrontation, the GCI receives enthusiastic support from the international community as it seeks to address global challenges collaboratively. In addressing participants at the meeting, Cai Qi of the Chinese Communist Party underscored that the GCI is deeply rooted in China’s traditional culture. He called for joint efforts to explore diverse developmental models, enhance cultural heritages, and strengthen people-to-people connections.

China's Ongoing Efforts in Promoting Dialogue

Over the years, China has established multiple platforms to facilitate multilateral exchanges, such as the Conference on Dialogue of Asian Civilizations and the Dialogue between Chinese and African Civilizations. These platforms have been instrumental in conducting numerous cultural activities, such as festivals and exhibitions, aimed at creating a conducive environment for equal dialogue among civilizations.

Recent survey results indicate that many recognize the significance of civilizational exchanges as a driving force for promoting peace and development globally. The GCI has garnered broad consensus on its role in addressing contemporary challenges, signaling strong international backing for China's approach.

China’s proactive stance in fostering cultural exchanges has positioned it as a defender of global dialogue, transitioning from a participant to a leader in fostering inter-civilizational understanding. Collaborative archaeological projects under the Belt and Road Initiative and diverse cultural events have substantially increased mutual understanding and cooperation among nations.

Additionally, China's visa policies have become more favorable, offering unilateral visa exemptions for 47 countries and transit visa exemptions for 55 others, thus facilitating smoother travel for international visitors.

In a letter addressing the forum attendees, President Xi reiterated China's commitment to promoting equality, mutual learning, and dialogue among civilizations. This commitment emphasizes the continuous development of a global network facilitating cooperation among diverse cultures, aiming to reinvigorate the progress of human civilizations while fostering sustainable peace and development worldwide.
